Consider Converting Private Frontage Road
Behind Old Town Hall To A Public Roadway

Existing Conditions: This segment of private street extends a distance of 1200 feet fi.om
142nd Avenue to CR 116. It is generally 24'to 25 feet wide and was constructed in several
segments during the period of 1995 to 1997. The northerly 540 feet and the southerly 260
feet have concrete curb and gutter. The middle 400 feet have bituminous berm curb.. The
cross sectional structure of the pavement is most likely 4 inches of class 5 over 2 inches
of wear course bituminous. Two catch basins which are located adjacent to the Super
America Station and behind the strip mall drain into the sedimentation pond behind the
strip mall. A curb cut behind the Bank drains into a sedimentation basin ahead of the
wetland.
This road is located bordered by a wetland and a tree line containing a number of
desirable mature trees on its western boundary. The eastern side of the road is adjacent to
commercial properties and a sedimentation pond.

Pro, posed Modifications to Public Street Standards: Expanding the width of the
roadway is would be a requirement for its conversion to a public street. It is proposed that
the width be expanded to 28 feet. This additional width would be obtained by extending
the east curb line eastward on the northerly 540 feet and southerly 260 feet. The middle
400 feet of' the road could be widened, in both sections. The road section would be
increased to 3.5 inches of bituminous. Drainage would be improved by adding cath
basins to both sides of the roadway and creating a concrete pan section across the
roadway at the location of the existing curb cut.

Cost Estimate: The construction costs associated with the above described modifications

are estimated as follows;
· Removals $10,803
· Storm sewer 3,660
· New pavement & Curb 27,840
· Restoration 2,725
Total $ 45,028

In addition to the above construction cost an additional 25 % should be allowed for
design, staking, inspection, and project contingencies which would bring the cost to
approximately $56,300. The above estimate assumes no costs for right of way. A
minimum of 50 feet would need to be dedicated by the adjacent properties.

P. 6
