Motion carried. Voting Yes:
Johnson, Hetland and Lokker.
Commissioner Rustad.

Chairman Donovan, Commissioners
Voting No: None. Absent:

City Engineer Raatikka brought up for discussion the irrigation
system at Central Park and stated that it should be operational
within a week. In summary, the delay is due to North Star
Drilling's failure to be sure that all parts needed were off-the-
shelf, which was not the case with the electrical panel. Mr.
Raatikka stated that he has reminded North Star Drilling that
there is a penalty clause in the contract.

Commission consensus is that the City should investigate as to
whether there was a loss of turf at Central Park due to no
irrigation facilities during the month of July, and if in fact
there was a loss of turf, the City should take necessary action
to have North Star Drilling responsible for overseeding the area.

Commission agreed that in any event, Central Park should be
overseeded this Fall and that the fields should not be used
once the overseeding has been completed.

The Commission requested that Ms. Beyer send a letter to RYAA
informing them that the fields at Central Park will be overseeded
and requesting that they not use the fields this Fall in order
that a better turf can be established. Commission consensus is
that the Police Department and Public Works Department should
also be sent a copy of this letter.

Case #4: Placement Of Pump House In Ramsey Development Park:

City Engineer Raatikka stated that the River Bend Project has
received final Council approval; the area will be serviced
by municipal sewer and water and after studying the area it
has been determined that the best placement for the municipal
well and pump house is on the Ramsey Development Park property.

Motion by Commissioner Johnson and seconded by Commissioner
Lokker that the Ramsey Park and Recreation Commission has no
objection to the municipal well and pump house being constructed
on Ramsey Development Park property.

Motion carried. Voting Yes:
Lokker, Hetland and Johnson.
Commissioner Rustad.

Chairman Donovan, Commissioners
Voting No: None. Absent:

Case #5: 1985 Proposed Budget For Park~Board:

Ms. Beyer stated that City Council will be conducting a hearing
on Tuesday, August 28, 1984 at 7:30 p.m. regarding use of
Federal Revenue Sharing Funds and a representative from Park and
Recreation Commission should plan on attending if they have any
suggestions for those funds.

Commission consensus was to delete lighting of tennis courts at
Titterud Park from the 1985 proposed budget.

P & R/August 23, 1984
