PARK COMMISSION BUSINESS

Case #1: Continue Discussion On Central Park:

Merle Mevisson was present and referred to the Park Commission's
May 24, 1984 discussions regarding $33,000 being placed in the
Park budget for a tractor. Mr. Mevisson stated that the subject
tractor is used mostly for parks, that mowing of City boulevards
is done with the old City tractor and that attachments to the
tractor are paid for out of the Streets budget.

Commissioner Lichter inquired as to what the tractor ended up
costing that City.

Mr. Mevisson stated that the tractor was purchased for $19,000.

Ms. Beyer stated that the tractor was purchased by was of a
Certificate of Indebtedness and these types of purchases are
limited to public works use. Therefore, the $33,000 has been
transferred from the Parks budget to the Streets budget. The
entire amount of $33,000 was transferred out of Parks because
those funds were not levied to Parks -- they were Certificate
of Indebtedness dollars.

Mr. Mevisson stated that he has one man working full time on
parks maintenance and the Streets Department is short on
manpower; he will be requesting the addition of another man
to Streets Department next year.

Mr. Mevisson referred to equipment needs and stated that he
could use a smaller mower for mowing around obstacles. He
could also use a side mounted flail to go along with the rear
mounted flail. He currently has CETA kids doing the hand
trimming.

Mr. Mevisson referred to the football and soccer fields at
Central Park and stated that he and the City Engineer have
found that a repositioning of the fields and adding sprinkler
heads will eliminate the problem of the swail interfering
with those fields.

Commission consensus was to direct the City Engineer to
investigate the cost of adding on additional sprinkler heads
to accomodate the football and soccer fields at Central Park
and if Council has no objection to that addition, the
contractor should proceed to install those extra sprinkler
heads.

Ms. Beyer referred to Ramsey's applications for LAWCON funds
and stated that a representative of that agency has viewed
Central Park and was very impressed; Ramsey may have a chance
at some of those LAWCON funds.

The Commission directed that Mr. Mevisson proceed to obtain
some concrete cost estimates for lighting at Central Park.

P & R/June 27, 1984
