Commission consensus is that satellite toilets will be provided at Central <br />Park, Ramsey Elementary School, Titterud Park and Brookview Park. <br /> <br />Chairman Donovan again referred to the lighting of football and soccer fields <br />as a high priority item at Central Park and in terms of cost, the Commission <br />should consider the lighting of two fields for use in the Fall of 1984. <br /> <br />Chairman Donovan requested that Mr. Peterson contact the City Engineer regarding <br />the donation of lights and poles for Central Park parking lot, <br /> <br />Chairman Donovan stated that at this time, the Commission has no answer for <br />Bob Peterson regarding the Erik Hagen Memorial Building. The Commission <br />will give the idea further consideration. <br /> <br />Mr. P&terson stated that the Three River Soccer Association is interested in <br />having a field at Central Park and inquired if the irrigation system being <br />constructed will cover any land other than the 4 ballflelds. <br /> <br />Chairman Donovan replied that the irrigation system being installed will <br />cover the 4 ballfields only. <br /> <br />The Commission then discussed the serious injuries this past season at the <br />rinks and Commissioner Lichter stated that there is a real need for fencing <br />between the hockey and pleasure rinks for safety purposes. <br /> <br />Mayor Gamec stated that the Police Department conducted a course in First <br />Aid for Ramsey area coaches. The City intends to offer this course twice <br />a year. <br /> <br />Case #1: Quad C~t~ Park Report: <br /> <br />Chairman Donovan reviewed with the Commission, the following: <br /> <br />a. Minutes from the April 9, 1984 Quad City Recreational Board meeting. <br /> <br />b. Anoka Recreation Advisory Council Position Statement dated April 5, <br /> 1984. <br /> <br />c. Quad Cities Recreation Advisory Committee Position Statement dated <br /> April 16, 1984. <br /> <br />Commission consensus is that Ramsey Park Board is in agreement with the <br />Quad Cities Position Statement which summarizes as follows: <br /> <br />The importance of each community developing their own recreational <br />centers which should encompass the needs of the entire quad city <br />recreation area. <br /> <br />b. A two year time frame be established for each community to incorporate <br /> and develop their active recreational centers. <br /> <br />If after two years the communities have not developed active recreation <br />centers and have made no firm commitment to do so, those communities <br />should receive an assessment fee for the use of active recreation <br />centers. <br /> <br />P & R/April 19, 1984 <br /> Page 4 of 5 <br /> <br /> <br />
