Case ~2: Representative From RYAA To Address Erik Hagen Memorial Fund:

Mr. Bob Peterson, representing RYAA, was present to discuss the possibility
of utilizing the Erik Hagen Memorial Fund for the construction of a building
at Central Park to be used as a concession stand, shelter area and for
storage of RYAA sporting equipment. Mr. Peterson suggested that maybe the
building could be built large enough to house the irrigation pump also.
This possibility would depend on the pump location coinciding with a
suitable location for a concession stand/equipment storage facility.

Commissioner Lichter stated that there is a lot of humidity associated with
a pump of this size and it would not be wise to house that pump in a wood-
type building.

The Commission was not aware of just exactly where the pump is' to be located.

Commissioner Hetland suggested that possibly City funds designated for a
pump house could be combined with the Memorial fund in order to construct
a brick building large enough to house the pump and serve as a concession
stand/equipment storage facility.

Commissioner Lichter replied that dehumidification of the building would
most likely be essential and that could be a major cost item.

Chairman Donovan stated that working with RYAA on such a building would be
good, but maybe City funds would be more justifiably spent on lighted soccer
and football fields, which are of great need also.

Mayor Gamec stopped in at the meeting and stated the construction of 4 back-
stops for softball fields has been approvedlby Council.

Mayor Gamec referred to the fee Anoka is charging non-residents for the use
of their fields and stated that he has approaced.iAnoka City Council regarding
this matter. Mayor Gamec stated that Anoka City Council is not in agreement
with this policy and feel that the Anoka facilities should be utilized to
their fullest extent.

Chairman Donovan referred to the April 9, 1984 Anoka Park Commission Staff
Report which recommends charging non-residents for use of Anoka parks.

Mayor Gamec then discussed the use of Ramsey Central Park this season and
stated that the seeding company has informed him that use of the fields
will not create any problems; that the fields will require a series of
seedings.

Bob Peterson stated that poles and lights have been donated to the RYAA and
RYAA would like to donate those items to the City for use in lighting the
parking lot at Central Park.

Bob Peterson noted another item of priority at Central Park -- safety fencing
for the ballfields.

Bob Peterson stated that it is the intention of RYAA to find volunteers to
mow, lime and maintain the soccer field at Titterud Park this summer and
RYAA also hopes to find volunteers for general clean-up and maintenance of
a lesser nature at the ballfields at Central Park.

P & R/April 19, 1984
