Upon acceptance of bids and award of a contract, staff will obtain a project schedule from the contractor for posting <br />on the City web site and conveying to adjacent property owners via U.S. mail. <br />The earliest work could likely commence would be July 27th. All work must be completed by September 1 lth. <br />Notification: <br />Advertisements for bids were published in the Anoka Union Herald and in Finance and Commerce on June 12th, <br />19th, and 26th. <br />Observations/Alternatives: <br />Observations: <br />The streets identified for receiving overlay improvements with Division B of the 2015 Street Maintenance Program <br />were selected by City staff based on criteria including their Pavement and Surface Evaluation Rating (PASER), date <br />of construction, previous maintenance history, project scope, and other less tangible criteria. <br />Alternatives: <br />Alternative #1 - Motion adopting Resolution #15-07-174 accepting bids and awarding a contract for 2015 Street <br />Maintenance Program Division B, Overlay Improvements; Improvement Project #15-00. <br />Alternative #2 - Motion denying adoption of Resolution #15-07-174 at this time. <br />Funding Source: <br />A total of $500,000 was bonded for overlaying streets in 2015. The low bid was received from Hardrives, Inc. in <br />the amount of $311,312.19 leaving $188,687.81 available to cover indirect project costs including administrative, <br />engineering, finance, and legal fees, and for completing other programmed Street Maintenance Program projects <br />over the 5 year program period. Street Reconstruction Bond funds for the long-term Street Maintenance Program <br />were secured based on a 5 year program. These funds may therefore be used anytime during the 5 year program, but <br />only for previously identified projects. New projects cannot be added to the program. Staff will therefore review the <br />current program to determine which projects the excess funds can be allocated to over the remainder of the 5 year <br />program. <br />Special assessments are proposed to fund a portion of the Division B 2015 Street Maintenance Program <br />improvements. The Assessment Hearing is scheduled for October 13, 2015. Before then, staff will review the <br />preliminary assessment roll to determine if adjustments may be warranted to account for anticipated construction <br />costs, and to determine if any parcels should be removed from the assessment roll prior to the Assessment Hearing <br />based on comments received from several property owners since the preliminary assessment roll was adopted.
