COUNCIL OLD BUSINESS <br /> <br />Case #1 <br /> <br />Mrs. Karol Andreason's Request to Discuss the Following: <br /> <br />A) Refusal of Conditional Use Permit; and B) Refunding of <br />~o.ney for Conditional Use Permit: <br /> <br />Mrs. Andreason stated that she had read the minutes of the December 22, 1981 <br />regular council meeting and does not understand why this case has caused <br />such hard feelings in the neighborhood. She stated that she bears no hard <br />feelings toward the Ramsey City Council and that she would like a point of <br />order either approving or refusing her request for conditional use permit <br />and if refused, she would like a refund of $50 for the cost of conditional <br />use permit application. Also, she stated that some of the people who <br />signed the petition objecting to her request for conditional use permit <br />are operating businesses from their homes and still Council chooses to <br />acknowledge their objection and refuse her conditional use permit after <br />she has gone through all the proper channels. <br /> <br />Mayor Gamec stated that by Council's decision not to sign the contract at <br />the December 22, 1981 meeting, it is an automatic refusal of the request <br />and contract. Council should have refused you from the start and it would <br />have saved the neighborhood and City a lot of problems. <br /> <br />Councilmember Cox stated that he was supportive of Mrs. Andreason's request <br />because she did proceed through the proper channels, but he changed his <br />vote because he got the feeling that her neighbors were going to make it <br />very difficult for her during the next six months. <br /> <br />Councilmember Reimann informed Mrs. Andreason that the City is performing <br />an inventory of home based businesses that are in violation of City <br />ordinance and action will be taken against these businesses. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Van Wagner to refund <br />Mrs. Andreason $50, which is the cost of a conditional use permit applica- <br />tion, because the original intent of the Council was to go through with <br />the contract, contract was drawn up, and there was a change in decision <br />to enter into an agreement after contract was drawn up. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox, <br />Reimann and Van Wagner. Voting No: None. <br /> <br />Mr. Schnelle stated that when Mrs. Andreason first approached Council <br />with her plans, Council was favorable to her request and advised her to <br />proceed through Planning and Zoning. Council should be more careful in <br />the future about encouraging citizens. <br /> <br />Mrs. Andreason requested prior approval to her license application for a <br />peddlers license in order to be able to operate a concession at the <br />Ramsey I~e Skate Social scheduled for January 22, 23, 24, 1982. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Reimann <br />to grant prior approval of Mrs. Andreasons request for peddler's <br />license provided she comes into City Hall to make out an application, <br />pays the fee and meets all requirements of City ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox, <br />Reimann and Van Wagner. Voting No: None. <br /> <br />C/January 12, 1982 <br /> Page 6 <br /> <br /> <br />
