What Mr. Lemke and Mr. Ziegler were proposing is that the City of Ramsey provide the land for this development in return for their developing the land and sports complex. Mayor Gamec inquired as to how Mr. Raudio feels about the proposed project, as he owns the adjoining parcel of land to the proposed sports complex. Mr. Darryl Fults was also present at the meeting. He stated he had discussed the proposed complex with Mr. Raudio and that Mr. Raudio is in favor of the project. Councilmember Cox suggested that Council meet to weigh all the issues in regards to the proposed complex. Mr. Fults stated that Mr. Raudio would like to be included in meetings pertaining to this proposed park area, because he is so in favor of it and wants to work with the City on it. Mayor Gamec expressed some reservations to the project with regard to policing and discipline. Mr. Fults stated that this proposed plan sure beats the $900,000 park bond the City tried to put through last year. In this case, somebody else does the work and Ramsey has a beautiful park. Councilmember Van Wagner suggested this proposed park plan be presented to the Park Board. Councilmember Cox stated that this proposed park should not be viewed as something the City is providing but that it should be viewed as a new business coming into the City. Mr. Fults inquired as to Council's feelings with regards to the proposed park, before any more costs are incurred to the developer. Councilmember Sorteberg stated that he would like to see more studies performed as to the development costs and income necessary to maintain the park. Would also like to know what kind of agreement could be drawn up between City and private enterprise operating on public land. Councilmember Cox wondered if allowing a dance hall on the public property was such a good idea. He is not in favor of that part of it. Council recessed at 9:50 P.M. Mayor Gamec called the regular Council Meeting back to order at 10:15 P.M. Councilmember Sorteberg suggested either proceeding or stopping action on Mr. Lemke's park proposal after Council has time to get a legal opinion. Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner authorizing City Attorney Goodrich to look into all of the City's options with regards to Mr. Lemke's proposed sports and entertainment complex. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Van Wagner, Cox, Sorteberg and Reimann. Voting No: None. C/January 26, 1982 Page 5
