c. Changing from Industrial to Rural Industrial (RI-la): <br /> <br />Jack Menkveld 2207 7th Avenue - Anoka - My property was rezoned from <br />agricultural to industrial in 1979. At that time, it was outside the <br />unsewered area and nothing has changed since then. Why are you <br />changing the zoning now? <br /> <br />Attorney Goodrich - We are not making that area any more unique than <br />it already is, the parcel just happens to fall outside the sewered area. <br /> <br />Councilmember Cox - What is Jack Menkveld required to do now that he <br />wasn't required to do before rezoning, if he wanted to put in a business. <br /> <br />Mayor Gamec - Basically, prove that he has an adequate sewer system. <br /> <br />Attorney Goodrich - The rezoning does eliminate any use that will <br />discharge process waste water. <br /> <br />Councilmember Cox - I am concerned that we are hindering potential <br />industrial growth in the City by putting too many stipulations in the <br />way of the developer. <br /> <br />Mr. Schnelle - If the developer can prove he has an adequate sewer <br />system, he can get a variance to develop. <br /> <br />Jack Menkveld - I don't know of many businesses that don't require <br />some degree of use of process water. Even Ralph's Country Meats <br />has process waste water. <br /> <br />Council recessed at 9:00 P.M. <br /> <br />Mayor Gamec called the special Council Meeting back to order at 9:19 P.M. <br /> <br />Attorney Goodrich recommended adding item #7 to Findings of Fact <br />as follows: <br /> <br />That the discharge of process waste water may cause ground/ <br />water pollution and therefore necessitate municipal <br />sewer service. <br /> <br />Mayor Gamec polled Council for their opinions on proposed ordinance <br />to change Industrial to Rural Industrial: <br /> <br />Councilmember Sorteberg - I don't feel we need more water restrictions <br /> on it because of it's closeness to urban area and don't foresee <br /> any major problems and that we should leave it the way it is. <br /> <br />Councilmember Reimann - I agree with Councilmember Sorteberg. <br /> <br />Councilmember Cox - I agree with Councilmember Sorteberg. Closeness <br /> of railroad tracks and being adjacent to the urban service area, <br /> I feel, are reasons enough to leave it as is. <br /> <br />Councilmember Van Wagner - I am in favorof rezoning. There is nothing <br /> wrong with being cautious and this area can be reviewed periodically <br /> as sewer goes in. <br /> <br />Sp C/February 9, 1982 <br /> Page 4 <br /> <br /> <br />
