Regarding Alternative III (Commence Lawsuit), City Attorney Goodrich stated <br />that the City can go this way and take a chance on winning or losing and <br />ending up totally responsible for the landfill. <br /> <br />Mayor Gamec polled Council for their feelings on which Alternative to pursue. <br /> <br />Councilmember Sorteberg - In favor of pursuing Alternative I. <br /> <br />Councilmember Reimann - In favor of pursuing Alternative I. <br /> <br />Councilmember Cox - Stated that whether the City likes it or not, we have to <br />look at the economic standpoint of what the impact of a landfill could do <br />to this City. Revenues should be available to take care of the problems of <br />a landfill. If it is a requirement that the City expand into two landfills, <br />we should be assured of some revenues, but if it is not going to be expanded, <br />it is a different picture, because we are then looking at Site I only. We <br />should be emphatic about the fact that there should not be any materials <br />going into that landfill that are not biodegradable. Recycling facilities <br />should be set up. <br /> <br />Councilmember Van Wagner - Regarding Landfill II, the Joint Powers Agreement <br />(Alternative I) is a good idea, and would like to see revenues from Site I <br />resolved. <br /> <br />Council consensus is to continue to pursue Alternative I. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox to <br />adopt Resolution #82-45 to have Council Ad Hoc Committee pursue discussing <br />Joint Powers Agreement (Alternative I) with the understanding that it does <br />not commit City to encourage or discourage expanding into Site II and <br />further to resolve issue of Landfill I revenue currently in escrow. (Please <br />refer to resolution file for Resolution #82-45). <br />Motion carried. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox, <br />Reimann and Van Wagner. Voting No: None. <br /> <br />Case #4: Council Position on Landfill Site II, Request For; Raymond Usher: <br /> <br />Mayor Gamec informed Mr. Usher that there are so many facts involved, that <br />Council cannot take a position at this time. <br /> <br />Discussion ensued regarding Landfill Site II between Council, Raymond <br />Usher and Marilyn Gallagher. <br /> <br />MISCELLANEOUS <br /> <br />Councilmember Cox presented petition regarding Rum River Bridge Crossing. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann authorizing <br />City Staff to forward the petition regarding Rum River Bridge Crossing, along <br />with a cover letter, to the County of Anoka, noting that the petition was not <br />only signed by Ramsey residents, but surrounding communities as well. <br /> <br />Motion carried.
