spots on their property with which they already have a drainage problem and <br />that he has been told by a contractor that paved roads are going to increase <br />his drainage problem. He also wanted to know why the road will only last 5-7 <br />years when it takes 10 years to pay for it. <br /> <br />City Engineer Raatikka agreed with Mr. Barry that paving the road could increase <br />his drainage problem and one solution would be to put in a storm sewer and <br />divert the water to the river, which is expensive. <br /> <br />Mayor Gamec informed Mr. Barry that the "5-7 year" rework refers to sealcoating, <br />and sealcoating is assessed out to the homeowners. <br /> <br />Karol Andreason - 5510 164th Lane - Recalled a meeting between residents <br />and Planning and Zoning Commission in 1975 regarding Barthel's second addition. <br />Residents at that time expressed concern regarding increase in traffic because <br />of Barthel's second addition and it was agreed that Barthel would be responsible <br />for paving of Junkite and 164th. <br /> <br />Councilmember Cox stated ordinance requires two accesses to any development <br />and we should insist on an additional exit to the south of that area. <br /> <br />Councilmember Reimann stated that even though Barthel's second addition is <br />in a holding pattern right now, he will still be assessed for a portion of the <br />paving. <br /> <br />Mayor Gamec informed Karol Andreason that an access road to the second addition, <br />south of the area is feasible. <br /> <br />Karol Andreason also stated that there are 4 drainage problem areas, and <br />inquired if anything is planned to correct those problem areas. <br /> <br />City Engineer Raatikka informed her that there are no plans to correct those <br />drainage problem areas, that it would require storm sewer and that is expensive. <br /> <br />Ralph Hosmer inquired if Barthel was committed to an assessment whether or not <br />the second addition goes through. <br /> <br />Mayor Gamec informed him that he was. <br /> <br />Mrs. Hawkes - 5741 164th Lane - Why are the assessments to the second addition <br />less than ours when there are more units in the second addition? <br /> <br />City Engineer Raatikka replied that the units in second addition are being <br />assessed just for the use of Junkite and 164th, and that they will be getting <br />an additional assessment when their own road is paved. <br /> <br />Ruth Thompson - Stated that she has talked with Barthel and personnel from <br />the City and she was under the understanding that Barthel was responsible <br />for paving the entire project. <br /> <br />Mayor Gamec informed Ruth Thompson that everyone is getting a reduced <br />assessment because of Barthel, but that no one will get a paved road free. <br /> <br />Mayor Gamec polled the audience for their feelings on the project. <br /> <br />Sp C/April 20, 1982 <br /> Public Hearing <br /> Page 2 <br /> <br /> <br />
