Mayor Gamec - Mr. Raatikka's resignation could not have come at a worse time.
He is very much aware of all projects going on within the City right now such
as Comprehensive Plan, sewer/water, and street improvements. City Engineer
should know Council members and now is not the time to make a lot of changes.
Mr. Raatikka has informed me that he is interested in continuing as City
Engineer for Ramsey since he will still be in the area and he is going to
continue in the engineering business. It is no reflection on CED, but since
Mr. Raatikka knows the City so well, I would feel better going with Mr. Raatikka
than training in a new engineer.

Councilmember Cox - We should hear from Mr. Raatikka before we make a decision.

Mr. Raatikka - It was a big decision to terminate my association with CED.
I am switching to another firm, Hakanson Anderson, will continue in the
consulting engineering business and will remain in this area. I will be
available to continue as City Engineer through Haka~son 'Anderson.

Councilmember Cox - The whole crew at CED as been a good experience for the
City. Ramsey has always been with CED. Mr. Raatikka was an accident that
just happened to have been trained by the engineering firm we have always
done business with. Mr. Isaakson and Mr. Johnson are good men. One advantage
to continuing with Mr. Raatikka is that of continuity. Mr. Raatikka works
well with City Staff. I don't feel we are under any extreme pressure to make
a decision tonight.

Councilmember Sorteberg - As far as which way to go, I am on the fence.
would like to remain with Mr. Raatikka but we should check out CED's
recommendations. I would like to interview Mr. Isaakson and M~. Johnson.

Councilmember Reimann - I am in no hurry to make a decision. CED will remain
as our consulting engineering firm until a final decision is made. I have
been very happy with Mr. Raatikka's work, but I do not want to make a hasty
decision.

Councilmember Van Wagner - We have been with CED and Mr, Raatikka for a long
time. I have a lot of confidence in Mr. Raatikka's ability. I do not
want to make a hasty decision either and I would like to know more about
Mr. Isaakson, Mr. Johnson and the other firm involved (Hakanson 'Anderson).

Councilmember Cox - Both firms are qualified.
tonight?

Is a decision necessary

Mr. Berg - Should take some kind of action to insure presence of an engineer
at public hearings scheduled for May 17, 1982.

Mr. Raatikka - With the present situation I would not be able to be present
at those public hearings as my termination date with CED is May 14, 1982.

Mayor Gamec I really am in favor of going with the man over the company.
Mr. Raatikka is aware of all situations in Ramsey and I prefer to continue
with Mr. Raatikka as our consulting engineer.

Jeff Roos - I was not aware that Mr. Raatikka was switching to another firm.
Hakanson Anderson is a very good firm. Eighty-five percent of their
employees are ex-CED employees. CED's disappointment is two-fold: we lose
Ramsey as a client and we have lost our investment made training Mr. Raatikka
to work with the City of Ramsey. If you decide to go with Mr. Raatikka and

Sp C/May 4, 1982
Page 2
