it does not work out, CED will still be in business and does have a good track <br />record. <br /> <br />Mayor Gamec - It takes time to train in a new engineer. My feelings are to <br />reappoint Mr. Raatikka as City Engineer without designating the firm he will <br />be associated with, for the time being. <br /> <br />Councilmember Reimann - We are open to suggestions and both firms involved <br />could make proposals. I have been against fast decisions because it always <br />comes back and bites you in the hind-end. We will not be without an engineer, <br />Mr. Raatikka will still have a working relationship with CED and CED is <br />willing to cooperate. <br /> <br />Councilmember Cox - Legally, we have to take some action by the 14th of May. <br />I don't feel a decision tonight would necessarily be hasty. In all due <br />respect to CED, I don't think Ramsey is obligated to CED. Ramsey has paid <br />for it's services. I am in favor of continuing with Mr. Raatikka and if <br />he doesn't continue to do an outstanding job for Ramsey, then we can go <br />somewhere else for engineering services, like CED. <br /> <br />City Attorney Goodrich informed Council that they could appoint an Acting <br />City Engineer temporarily. <br /> <br />Councilmember Van Wagner - If Hakanson' Anderson is a reputable firm, then <br />I am in favor of continuing with Mr. Raatikka. <br /> <br />Motion by Councilmember Cox to appoint Mr. Peter Raatikka Acting City <br />Engineer until formal action can be taken at the next regular Council Meeting <br />scheduled for May 25, 1982, further to give CED 7 days written notice of <br />termination of contract. Motion is seconded by Councilmember Van Wagner. <br /> <br />Further Discussion: Mr. Roos - CED will cooperate and would Council still <br />wish to interview Mr. Isaakson or Mr. Johnson. Councilmember Cox - That <br />won't be necessary. We know that both are super men. With this motion, <br />we are leaving the doors open. Mr. Goorich - You will be swamped with <br />applications. Councilmember Cox - We should limit the applications to the <br />firms of CED and Hakanson Anderson. Mayor Gamec - We would be getting into <br />another ball of wax. After the first of the year, we have the option to <br />change firms again. Mr. Goodrich - With this motion, Council's intention <br />is to appoint Mr. Raatikka Acting City Engineer until a formal contract <br />is received from Mr. Raatikka and further that CED not even bother presenting <br />a contract unless they feel they can come up with a much better one than <br />Hakanson Anderson. Councilmember Cox - Include in motion that Mr. Raatikka <br />present a proposed contract to Council on May 25, 1982. <br /> <br />Councilmember Cox rewords his motion as follows: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Van Wagner to <br />appoint Peter Raatikka as Acting City Engineer to be paid at the same rate <br />as CED currently is paid. Further, the City Administrator is directed to <br />advise CED, in writing, that the City is terminating its contract with <br />CED; and that this Acting City Engineer appointment arrangement shall <br />continue until the Council takes further action. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Cox and Van Wagner. Voting No: None. <br /> <br />Sp C/May 4, 1982 <br /> Page 3 <br /> <br /> <br />
