Mr. Raatikka replied that the City will repair potholes, cracks, etc., but sealcoating will be assessed out to the residents. Mr. Earl Larsen - 14480 Bowers Drive a storm sewer? Is there an alternative to installing Mr. Raatikka stated that because of the closeness of the river~ the plan was to go with storm sewer instead of dry well. Storm sewer would serve as a failsafe against flooding. Mr. Earl Larsen We had an excess amount of snow this past winter and we have had no problem with flooding. I am not against the project but I don't see the need for a storm sewer. Mr. Goodrich replied that the drainage problem increases with blacktop, the water will have to be re-routed and legally the City cannot drain water off onto someone's property. John Mueller - Is there any reason why there can't be some type of arrangement made such as speed bumps. Mr. Goodrich replied that legally, it is a possibility, but the City has found that speed bumps are not a very effective method of reducing speed. Mr. Mueller disagreed. Mr. Raatikka took a straw vote. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, Cox and Van Wagner. Voting No: None Public hearing adjourned at 9:09 P.M. Sp C/May 17, 1982 Public Hearing Page 5 Mr. Gamec stated that he has received numerous letter from residents of this area: 17 in favor and 3 against (some of these same people were present at the meeting and voted in the straw vote, also). Mr. Raatikka informed audience that action will be taken regarding these proposed street improvement projects later in the evening when the special Council Meeting is called back to order.
