B. Due to economic conditions we can assume that construction costs <br /> (blacktopping included) are at a low at this time. <br /> <br />C. Due to the road conditions there is a higher maintenance cost to <br /> cars (brakes, shocks, filters, etc.). <br /> <br />D. The maintenance of both the exterior and interior of our homes could <br /> be lessened (including paint, tile, wallpaper). <br /> <br />E. Lower maintenance costs to all the citizens of Ramsey. <br /> <br />6. Community Pride <br /> <br />A. Our rural neighborhood would be very beautiful, but dirt and dust <br /> are just not beautiful. <br /> <br />B. The necessary tree removal will not affect the tree line appearance of <br /> our road. <br /> <br />C. There is not a tree on the road that is worth the life or health of <br /> one human being. <br /> <br />The high level of dust on Bowers Drive is a concern to its citizens. Some <br />of the residents are having health problems apparently connected to dust levels. <br />Parents are concerned about children waiting for buses, walking, and riding <br />bicycles while exposed to this dust. This concern lead us to make an inquiry <br />to the Minnesota Pollution Control Agency (MPCA). We were sent a great deal of <br />information regarding the harmful effects of dust on health, and a copy of <br />APC 6 entitled "Preventing Particulate Matter from Becoming Air-Borne" APC <br />6 reads as follows: <br /> No person shall cause or permit a building or its appurtenances or a road, <br /> or a driveway, or an open area to be constructed, use, or repaired or <br /> demolished without applying all such reasonable measures as may be <br /> required to prevent particulate matter from becoming air-borne. The <br /> Director may require such reasonable measures as may be necessary to <br /> prevent particulate matter from becoming air-borne including, but not <br /> limited to, paving or frequent clearing of roads, driveways and parking <br /> lots; application of dust-free surfaces; application of water; and the <br /> planting and maintenance of vegatative ground cover. <br /> <br />The meaning of this statement and its application was explained by an agent <br />of the MPCA. When the MPCA receives a complaint, it contacts the local <br />government to try to find an agreeable means of dust control. Generally, <br />this results in paving or watering every few days. If an agreement cannot <br />be reached, the MPCA makes an inspection and outlines possible solutions. <br /> <br />This committee has not immediate intention of making a complaint to the <br />MPCA. We believe this can be resolved within our own local government without <br />outside intervention.
