Gene Merriam in conjunction with Anoka County has tentatively been set <br />for June 29th, 1982. Now, the legislature and Metro Council will both <br />be looking at the most prudent and utmost feasible abatement in each <br />county. In WMA Section 473.803, Sub lB, it reads the proposal (meaning <br />abatement plan) be prepared in consultation with cities in county, <br />particularly where the impact on the cities is a land disposal facility. <br />Where is our consulting with Anoka County to abate to reduce to the <br />greatest feasible and prudent extent the need for land disposal. Why <br />isn't Ramsey involved? In relation to the same subdivision, the City <br />should ask what are the alternatives to the now proposed abatement <br />(i.e., methane). <br /> <br />3) <br /> <br />Tomorrow night at 7:00 P.M., the Metro Council landfill advisory <br />subcommittee will meet to discuss Anoka County landfill sites. I <br />would like a poll of each council member as regarding Site P. As Ed <br />Fields has stated, "I vote with my City Council" and Ramsey has not <br />come forth. <br /> <br />4) <br /> <br />The City of Ramsey has 13 protected waters and 1000 ft. of shoreland. <br />I would like a letter sent to the Metro Council stating Ramsey's <br />Comprehensive Plan regards these waters protected as promulgated under <br />DNR's Bulletin 25, and PCA and Metro Council's protection of our shore- <br />land as mandatory. <br /> <br />Councilmember Cox - Before we take any stand we should have a serious talk <br />with the County. I am not going to take any action tonight. <br /> <br />Marilyn Gallagher - I am just asking you to reiterate what has already been <br />stated. <br /> <br />Council authorizes Mr. Schnelle to set up a meeting, with Mr. Fields and his <br />staff and the Ramsey City Staff and Council to discuss landfill issues. <br /> <br />Councilmember Cox informed Marilyn Gallagher that the meeting will be open <br />to the public. <br /> <br />COUNCIL NEW BUSINESS <br /> <br />Case #1: Ramsey Commons PreliminarS And Final Plat: <br /> <br />Mr. Raatikka stated that Lot #3 created by the subdivision, does not meet <br />water table requirements. Contractor would have to review grading plan <br />or get a variance to build on that lot. <br /> <br />Mr. Schnelle - Granting of this subdivision in no way obligates the City to <br />permit multiple dwellings on these sites without proper provisions for <br />sanitary sewer. <br /> <br />Mr. Berg - This is a new situation to us because it is subdividing UMB. <br /> <br />Council is hesitant to allow access onto Nowthen Blvd. <br /> <br />Mr. Raatikka - If City is going to maintain it's policy of no access on a <br />main thoroughfare, a service road is the way to go. <br /> <br />Councilmember Cox - There should only be one driveway for the 5 parcels, <br />through Mr. Kerssen's property. <br /> <br />C/May 25, 1982 <br /> Page 11 <br /> <br /> <br />
