COUNCIL OLD BUSINESS

Case #1: Recreation

Mr. Dennis Donovan of the Park and Recreation Commission was present at tb.e
meeting and recommended that Council appoint Mr, William Rustad of 5310 156th
Lane NW to the Park and Recreation Commission.

Motion by Councilmember Reimann and seconded by Counci!member :V~n Wagner to
appoint Mr. William Rustad to the Park and Recreat!on Commission, and further
that said term will expire October 30, 1984.

Motion carried. Voting Yes: Mayor Gamec~ Councilmembers Sorteberg~ Reimann,
Cox and Van Wagner. Voting NO: None.

Mr. Donovan then brought up the subject of park land to be donated by Federal
Cartridge. He stated that before turning the deed for the land over to the
City, the property owners want to be sure that the land will be used for a
park and they would also like to see some kind of time table for development.
Mr. Donovan feels the City should take whatever money is available and proceed
to develop the Federal Catridge property into a park, that it would be the
City's loss to lose the land because of lack of action,

Councilmember Cox stated that Federal Catr!dge should be made aware that money
i.s tight right now~ and even if Council chooses to develop an alternate site,
at some point in time the City would still like to develop Federal~s land into
a park.

Mayor Gamec stated that as far as which site to develop goes-~ he prefers to
develop Federal Cartridge's land because of its proxim~ty to .the sometimes
seemingly forgotten Ramsey residents-in the Elk River corner.

Mayor Gamec suggested that the Park Board. get together with RYAA and look at
both sites (Federal Cartridge property and Ramsey Development Central Park)
and get back to Council with an opinion as to which would be more economic
to develop at this time. He further stated that the City' is going to have
to look at budgeting money for park improvements becaus-e'they can't be
delayed much longer.

Mayor Gamec suggested a possibility for getting by this fall would be to
develop one football/soccer field with temporary lighting.

Mr. Donovan replied that the Park Commission can review all the sites in the
City and give the Council their recommendation~ but if there is no money,
it won't do any good. He stated that the Park Commission is looking for a
'yes' or 'no' and seems to be getting the run around~ The Commission felt
it had zeroed in on the Federal Cartridge land but that doesn"t seem to be
the case now,

Council recessed at 9:25 P.M.

Council meeting was called back to order at 9;47 P.M.

Case #2: Final Plat Approval, Request For; Case Of Ramsey COmmons;

This item has been deleted from the .agenda due to the fact the developers-'
representative was not ready with al! of his paper work.

C/June 22, 1982
Page 8
