Councilmember Reimann further stated that a permit is required even to
inspect a septic system to determine if it is in need of repair, but
that a permit is not required to pump a system.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox,
Reimann and Van Wagner. Voting No: None.

Mr. Berg stated that he has received complaints of unlicensed vehicles
parked next to Discount 10 Liquors.

Mr. Goodrich stated that he would have to get a ruling on that matter,
considering it is a commercial zone, and he would get back to Council.

c) City Assessor

Mr. Wirz reviewed "New Needs And Uses Of Farm Rental Data" by Douglas
Tiffany, Agricultural Economist, Minnesota Dept. of Revenue.

Councilmember Cox stated that at the meeting on June 14, 1982, Mr. Ask
of the Minnesota Revenue Department suggested that if Ramsey comes up
with an average of rent for farmland in the municipality, that is what
the State will go by.

CQuncil authorizes Mr. Wirz and Mr. Schnelle to send a letter to Mr.
Ed Fields , Anoka County Commissioner, stating that after discussions
with Mr. Ask of the Minnesota Revenue Department, Ramsey has decided to
calculate it's values from the average of rents obtained within the
municipality rather than the County's figures. Council further authorizes
that a letter be sent to Mr. Ask requesting that he also inform the
County that the State is aware of Ramsey's intentions and that Ramsey's
decision is backed by the State.

Mayor Gamec noted that Mr. Wirz's Sales Ratio Report shows that his
EMV is generally lower than what the home is actually being sold for
and that maybe we are not estimating too high as people claim when they
come forth at the Board of Review.

Councilmember Cox questionned how it can be determined what percentage of
a home to tax commercially when a business is run out of the home. The
property as a whole is advantageous to the business. A business in a
residential area should be taxed as much as a business in a commercial
area considering their proximity to potential customers.

Mr. Schnelle requested that Mr. Wirz find out from the State just how
much latitude he does have regarding taxing of home occupation properties.

d) Police Report

Council reviewed the Police Report and noted the success of the Bike Rodeo.

e) City Engineer

Mr. Raatikka noted that due to County ordinance change,a permit from
the County will be required in order to have a well within a 2 mile
radius of a landfill.

C/June 22, 1982
Page 7
