Councilmember Reimann further stated that a permit is required even to <br />inspect a septic system to determine if it is in need of repair, but <br />that a permit is not required to pump a system. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox, <br />Reimann and Van Wagner. Voting No: None. <br /> <br />Mr. Berg stated that he has received complaints of unlicensed vehicles <br />parked next to Discount 10 Liquors. <br /> <br />Mr. Goodrich stated that he would have to get a ruling on that matter, <br />considering it is a commercial zone, and he would get back to Council. <br /> <br />c) City Assessor <br /> <br />Mr. Wirz reviewed "New Needs And Uses Of Farm Rental Data" by Douglas <br />Tiffany, Agricultural Economist, Minnesota Dept. of Revenue. <br /> <br />Councilmember Cox stated that at the meeting on June 14, 1982, Mr. Ask <br />of the Minnesota Revenue Department suggested that if Ramsey comes up <br />with an average of rent for farmland in the municipality, that is what <br />the State will go by. <br /> <br />CQuncil authorizes Mr. Wirz and Mr. Schnelle to send a letter to Mr. <br />Ed Fields , Anoka County Commissioner, stating that after discussions <br />with Mr. Ask of the Minnesota Revenue Department, Ramsey has decided to <br />calculate it's values from the average of rents obtained within the <br />municipality rather than the County's figures. Council further authorizes <br />that a letter be sent to Mr. Ask requesting that he also inform the <br />County that the State is aware of Ramsey's intentions and that Ramsey's <br />decision is backed by the State. <br /> <br />Mayor Gamec noted that Mr. Wirz's Sales Ratio Report shows that his <br />EMV is generally lower than what the home is actually being sold for <br />and that maybe we are not estimating too high as people claim when they <br />come forth at the Board of Review. <br /> <br />Councilmember Cox questionned how it can be determined what percentage of <br />a home to tax commercially when a business is run out of the home. The <br />property as a whole is advantageous to the business. A business in a <br />residential area should be taxed as much as a business in a commercial <br />area considering their proximity to potential customers. <br /> <br />Mr. Schnelle requested that Mr. Wirz find out from the State just how <br />much latitude he does have regarding taxing of home occupation properties. <br /> <br />d) Police Report <br /> <br />Council reviewed the Police Report and noted the success of the Bike Rodeo. <br /> <br />e) City Engineer <br /> <br />Mr. Raatikka noted that due to County ordinance change,a permit from <br />the County will be required in order to have a well within a 2 mile <br />radius of a landfill. <br /> <br />C/June 22, 1982 <br /> Page 7 <br /> <br /> <br />
