COUNCIL BUSINESS <br /> <br />Councilmember Cox explained that there has been concern expressed by Ranmey <br />citizens regarding the stand the City Council is going to take regarding <br />the landfill. He went on to comment that the Council, as of yet, could not <br />take a definite because they do not know what is ultimately planned for this <br />area. Therefore, this meeting was called in order that Council could be <br />better informed and take a stand on the landfill issue. He also stated that <br />there would be a public hearing at a later date to hear from Ramsey residents <br />their feelings regarding the landfill. <br /> <br />Mayor Gamec then read aloud Resolution ~82-102, which was introduced by <br />Councilmember Cox and adopted at the Special Council Meeting, July 12, 1982. <br /> <br />Case #1: Current Status Of Landfill In Ail Aspects Including Responses To <br /> <br />The Following: <br /> <br />l) <br /> <br />What effect on the City's property tax structure will taking <br />the approximate 400 acres of Site P off the City's property <br />tax rolls have in light of the fact that this is prime industrial <br />land which already has industrial zoning? <br /> <br />2) <br /> <br />Because of the loss of Site P from the City's property tax <br />rolls, will the City's residents be put at a property tax dis- <br />advantage in relation to other County residents in whose <br />municipalities landfills are not located? <br /> <br />3) <br /> <br />Will the City be able to specifically assess Site P's 400 acres <br />the same as other property in the City when public improvements <br />such as sanitary sewer are brought into the City? If the answer <br />to this question is no, then how will this affect the cost of <br />public improvements to Ramsey's residents? <br /> <br />4) <br /> <br />What effect will the contemplated will restriction within two <br />miles of the site have on the market value of developable property <br />within that two mile area and will this restriction cause a <br />relocation of any municipal wells creating additional expense <br />on City residents? <br /> <br />5) <br /> <br />What is the reason that the existing dump site has been deleted <br />from Site P consideration and what then will be the status of <br />this existing site? Shouldn't this site be included in the <br />total "package" for consideration? <br /> <br />6) <br /> <br />What impact will the City of Ramsey's official decision on <br />whether or not to support Site P have on the final selection or <br />rejection of Site P? <br /> <br />7) How will adjacent landowners be compensated for decreased <br /> property value resulting from the landfill's expansion? <br /> <br />Mr. Ray Thror chose to address Items 1, 2 and 3 simultaneously. <br /> <br />Mr. Thror stated that the candidate site was proposed to be expanded to include <br />the existing landfill site. The Metro Council Advisory Committee felt that that <br />change was substantial enough to require additional review, therefore, there is <br />still time for Ramsey to provide it's comments on the site. <br /> <br />Sp C/August 4, 1982 <br /> Page 2 <br /> <br /> <br />
