Mr. Raymond Thror - The intent of the Waste Managment Act is to examine <br />these issues where the City or Landowner are adversely affected by the siting <br />of a landfill facility. The Waste Management Act states that the Metro Council <br />must make recommendations for compensation for areas where a landfill site is <br />located. Where there is a burden upon the community, such as loss of tax <br />revenue source, there ought to be a way to provide compensation for those <br />burdents, whatever form they may be, such as an outright paymnet. If a <br />landfill is operated by a private business, it can be taxed. In the situation <br />of Site P, it is expected that the County would be acquiring the site and <br />contracting a private operator to run the site. If the County were to own the <br />site and have a private contractor run it, property taxes could be assessed <br />against the land. <br /> <br />Councilmember Van Wagner stated that even though a compensation is planned, <br />the compensation could not measure up to revenues that might have been gained <br />off the land had it been developed industrial, as presently zoned. <br /> <br />Councilmember Sorteberg arrived at 8:35 P.M. <br /> <br />Mr. Raymond Thror - Compensation is an entirely open question right now. <br />The City could elect to charge a fee per ton of waste dropped. There could <br />be some outright grants of compensation if legislature saw fit to establish <br />such a fund. <br /> <br />Councilmember Reimann stated that he feels Mr. Thror is not answering the <br />Council's questions directly, that he is beating around the bush, and that <br />Mr. Thror is indicating that the matter of compensation must go through <br />legislation and that is going to be a long, drawn out affair. <br /> <br />Mr. Thror - Compensation will require legislation and they do want your input <br />and comments. My comments are based on discussions with other people that <br />have asked the same questions that your are asking here tonight. <br /> <br />Councilmember Cox - One point of concern here is that there has been a mora- <br />torium put on property adjacent to the landfill, and these property owners <br />have had major tax increases. Something has to be done soon to relieve the <br />burden on these property owners. What are you going to use as a criteria <br />for payment, the land as it presently exists or the potential tax base of <br />that area? The present site is in jurisdictional diffe~rences, and who pays <br />who for what? <br /> <br />Mayor Gamec - When will the State come up with a compensation for that land? <br />Is it going to be done in the next legislative session? <br /> <br />Mr. Thror - I can't answer that. <br /> <br />Councilmember Cox - City Council can't make a decision without hearing from <br />Legislature what our compensation will be. <br /> <br />Bob Johnson - Waste Management Act requires Met Council to report back with <br />a recommended plan for compensation by March of 1983. <br /> <br />Mr. Thror - Metro Council will be providing bond money to the Counties for <br />site acquisition. <br /> <br />Bob Johnson - Ramsey must be a part of the process Mr. Thror is identifying <br />to be heard before legislature goes into session. <br /> <br />Sp C/August 4, 1982 <br /> Page 3 <br /> <br /> <br />
