Mayor Gamec - Is the bond money to be paid back? <br /> <br />Mr. Thror - An annual debt allocation will be assessed. Any municipality that <br />has a landfill is exempt from debt allocation. The debt payment is shared <br />within the entire metro area. <br /> <br />Ed Fields - How is debt allocation established? <br /> <br />Mr. Thror - It is based on property valuations throughout the metro area. <br /> <br />Councilmember Reimann - The Metro Council has to get something going to reduce <br />garbage. Incinerators have been shut down and now they want to send all the <br />garbage out to Ramsey. <br /> <br />Councilmember Van Wagner - Anoka County seems to be to the only County still <br />trying to bury the garbage. <br /> <br />Mr. Thror - Landfills are an'area wide facility and the question of compensa- <br />tion will be an attempt to make sure that there is something in it for the <br />community that has a facility like this in their area. There could be some <br />interesting arrangements made. You have to look at it as nothing being a <br />closed door as to what the options might be. <br /> <br />Mayor Gamec - If the City of Anoka claims the landfill, will Anoka be the <br />municipality declared exempt from the debt allocation? <br /> <br />Mr. Thror - That you would have to review with your City Attorney. Very <br />little has been done in this area to provide payment to cities and we are <br />treading new ground and we will want to meet with Ramsey again regarding <br />compensation. <br /> <br />Councilmember Cox - Does the Metro Council feel it is appropriate to continue <br />to tax the land while there is a moratorium on it?' <br /> <br />Mr. Thror - The Metro Council has not taken any position on the taxing matter. <br />It would be up to the County to waive that tax. <br /> <br />Ed Fields - Do you feel there is enough legislation at this time to allow <br />Councils to charge a drop fee. If there isn't, what kind of tax did the <br />Metro Council support in legislation? A City could tax a landfill right <br />out of the area. <br /> <br />Mr. Thror - We will be making proposals to make sure there is good compen- <br />sation. I expect that there will be attached fees to the drop charges. <br /> <br />Councilmember Van Wagner - If the Metro Council comes up with money to help <br />County acquire landfill, who pays for liners and leacheats. <br /> <br />Mr. Thror - Liners and leacheats would be a part of the County budget, if <br />the County owns and operates the landfill. If the County contracts out <br />the operation, the contractor would bear the responsibility and the drop <br />charges would have to reflect operational costs. <br /> <br />Councilmember Cox - Mr. Thror indicated raising waste charges, would all <br />sites be raised or would you use it as a governmental lever and just raise <br />it at certain sites? State laws have to be reviewed. If we ultimately have <br />to have a landfill, then we should be compensated and not be penalized. <br /> <br />Sp C/August 4, 1982 <br /> Page 4 <br /> <br /> <br />
