Mr. Thror - Right not Site P is one of the sites in the Anoka inventory, early
next year Anoka County must indicate sites and their opening and closing dates.
Then in June of 1983, the County must indicate which two sites they elect to go
with in terms of implementation. All decisions are not being made right now.

Mayor Gamec - Regarding proposed sewer to be installed in that area, there will
be an added charge for oversizing of trunk lines through an industrial area
and the County will want to be forgiven of that charge for oversizing. County
should pay their fair share. Also; if that 400 acres is taken away from Ramsey,
will the Metro Council then open up other land in Ramsey for development?

Councilmember Cox - The landfill may be cause for a premature sewer, residents
will be assessed and that is not fair because the landfill would have created
the need.

Mr. Thror - These are all legitimate points and somehow it will all play out.
These are real situations where Ramsey is substantially different, because
Ramsey is destined for development.

John Heinen - 6370 143rd - Wouldn't another site be more feasible? Soil
conditions in this area are not condusive to a landfill and it would cost so
much to get the site operational.

Ed Fields - I voted against the site and I did it mainly because Ramsey could
not give me any direction because of a lot of unanswered questions, those
questions are still unanswered and Ramsey still cannot give me any direction.
The County hired an engineering firm to come up with sites and Site P was the
lesser of 8 or 9 other evils.

Mayor Gamec - There is a committee that has been working with County officials
regarding operating a landfill in Ramsey and whether or not it would be
beneficial and the safety hazards involved.

Councilmember Cox - The Metro Council should form a committee to review all
aspects of our concerns and what compensation there is going to be for the
City.

Motion by Councilmember Cox to request that the Metro Council hire a private
consultant to review all aspects and areas of concern before any determination
is made.

Councilmember Reimann seconded the motion for discussion. Mayor Gamec
suggested that Mr. Cox withhold his motion until the end of meeting, as more
items may come up during the meeting that he will want included in the
motion. Councilmember Cox agreed to withhold his motion.

Marilyn Gallagher - 6905 151st Avenue N.W. - Everyting we have been talking
about is supposed to be in our Abatement Report. We also should have an
Advisory Board that has open meetings.

Ed Fields - I have asked Marilyn Gallagher a number of times for her
suggestions regarding abatement. Abatement sounds real good but the City
of St. Paul has spent $2,000,000 just to study abatement. I would like to
welcome anybody in Anoka County that has any good ideas regarding abatement
to come forward and I guarantee that I will listen.

Sp C/August 4, 1982
Page 5
