Councilmember Cox - Cans and glass only represent 1 or 2% of the total landfill. <br />The biggest problem is paper. Level of government above City and County is <br />responsible for setting the guidelines. State mandates these programs and the <br />State should be responsible for some of these programs. State legislature is <br />going to have to address this waste problem because cities can't afford to. <br /> <br />Councilmember Van Wagner - I am against a landfill in this area because it is <br />environmentally unsafe. Is there anything Ramsey can do to stop it? <br /> <br />Mr. Thror - The landfill has not beenapproved. Our conclusion on that site <br />is that the soils are highly permeable. We examine the potential risk at <br />each site and we have concluded that bedrock'aquifers are fairly well <br />protected. We are open to additional testimony, but if we approve of Site P <br />Ramsey probably cannot stop it from ~being implemented. The County has the <br />authority to claim the land, but they would have to present their case before <br />the Metro Council before doing so. The law requires County to do an <br />environmental analysis of all sites in order that the County Board will be <br />able to decifer which sites in County are better than others. <br /> <br />Councilmember Van Wagner - Would the DNR have the authority to step in and <br />prevent a landfill from going into that area? <br /> <br />Mr. Thror replied that it would probably have that authority. <br /> <br />Erika Sitz - 6521 154th Lane N.W. - What is the Scope of the Environmental <br />Analysis? <br /> <br />Mr. Thror - It shall include analysis as deemed appropriate by County Board <br />for their use in choosing which site they would prefer. <br /> <br />Erika Sitz - Who is responsible for the Environmental Impact Statement? <br /> <br />Mr. Thror - The Metro Council would be doing the EIS, but it is not absolutely <br />necessary and Ramsey could be designated. <br /> <br />Erika Sitz - If it is not necessary, how can we be sure that it is going to <br />be performed? <br /> <br />Mr. Thror - Proposer, affected community, citizenry or Metro Council, can <br />initiate the EIS, but it has to be performed. <br /> <br />Tom Renner - St. Lawrence is used in this area as an aquifer and once you get <br />contamination as far as the St. Lawrence you are never going to get it back. <br /> <br />Ed Fields - I have been told by people that sandy soil is a dangerous place <br />to have a landfill. When you put high volume wells close to a landfill, <br />there is a possibility of causing the leacheat to want to leave its present <br />location. Will the EIS address this matter? <br /> <br />Councilmember Cox - Metro Council has mandated County to make recommendations <br />and has not given any guidelines. Maybe we ought to fight this process <br />completely. <br /> <br />Mr. Thror - The Waste Management Act is a large participatory process and <br />no one has a complete handle on it. We don't want to do planning from the <br />top down. The purpose of the Waste Management Act was to build a system <br />from the bottom up and that is the reason for putting the responsibility on <br />the counties. <br /> Sp C/August 4, 1982 <br /> Page 6 <br /> <br /> <br />
