Bob Hutchison - Study for large water withdrawal within a 2 mile radius of the <br />landfill is not required but the County reserves the right to request such. <br /> <br />Tom Renner - Will high capacity private wells be barred in the area? State <br />Board of Health states that this is not a good site for a landfill, PCA agrees, <br />U.S. Geological agrees, but the landfill goes in anyway. Now you are taking <br />400 acres of prime land right in the middle of an industrial zone and no one <br />will want to develop the adjacent land and you might as well label all that <br />adjacent land as buffer zone. I am a member of the Waste Management Board <br />and have visited many landfills. I have in my possession a report on a land- <br />fill in Chicago, 400 acres in size, adjacent to a residential area and the <br />smell of rotting garbage can be detected in a 7 block area to the point <br />where it burns the eyes. <br /> <br />Mayor Gamec - Personally, I cannot see excluding one site. Ail we are going <br />to end up with is a hill we cannot afford to maintain, cover and develop. <br /> <br />Bob Hutchison - There would be no city landfill. That landfill would be <br />completed and done operating before the other landfill is operational. <br /> <br />Mayor Gamec - What is our guarantee that the other landfill will be finished <br />off. I do not see in writing anywhere that it will be finished off or <br />developed and that we are not going to be left with Mount Garbage. <br /> <br />Ed Fields - The County did include in it's report to the Metro Council, <br />provisions for finishing off the existing landfill, but the Metro Council <br />did not want to acknowledge that part of it. <br /> <br />Council consensus is that the present landfill site be included in the <br />proposed Site P and buffers. <br /> <br />Erika Sitz - The original proposed Site P swept through Intrinsic S~itability <br />Determination only because you were talking high technology operation and <br />if you include the present landfill, which is not high technology operation, <br />the whole matter would have to go all the back to the PCA. How the present <br />landfill is going to be finished off is a concern, but it must be kept separate. <br /> <br />Mayor Gamec - I would be willing to go back to Step 1. As it is now, the <br />present landfill could be eliminated from any funding. <br /> <br />Councilmember Cox - I don't think anybody here is excited about a landfill. <br />We have the County and Metro Council here and we don't have any answers. <br />We should request direction as to what they expect from us. <br /> <br />John Heinen - You have studies that say do not put a landfill in Ramsey. What <br />more do you want? <br /> <br />Councilmember Cox - Metro Council is asking for a committal from us and we <br />should not have to make a committal, based on those studies. Everything <br />that has been said here tonight they have heard before but we are still <br />on a scheduled process.
