Bob Hutchison - This site was submitted as a sanitary landfill site as part <br />of the County's inventory. <br /> <br />Tom Renner - I am a member of the Waste Management Board but I am not here <br />tonight representing that Board. I am a property owner in Ramsey and do have <br />a substantial investment in Ramsey even though I don't live in Pmmsey. You <br />are talking millions of dollars to get Site P operational. You are going to <br />have to start burning garbage sooner or later, so save yourself a lot of money <br />and start burning now. <br /> <br />Councilmember Cox - We are bringing up all those concerns that come with a <br />landfill and it could serve as a precedence for other communities. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann, that if <br />Site P is not voluntarily exempted, Ramsey should require a private consultant <br />to review all areas of concern, further that this private consultant be at the <br />request and expense of the Metro Council. Further Discussion: Councilmember <br />Van Wagner stated that even a private consultant could not answers Council's <br />questions until legislature comes up with some answers. Councilmember <br />Sorteberg stated that by this said review, we may be able to influence <br />legislation. (Resolution #82-108) <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox, <br />Reimann and Van Wagner. Voting No: None. (Please refer to resolution file <br />for Resolution #82-108.) <br />Mr. Thror - This whole siting process is a phase decision making process. <br />There is not one point in time when the entire decision is made. If a <br />consultant were hired to bring it all together, you are going to get something <br />that is not going to answer all your questions, because the process does not <br />envision it all happening at one time. Some communities have elected to hire <br />their own consultants and committees to do that research and have spent a lot <br />of money. It is not a final decision now, but only that it be included in <br />the inventory as a site. I don't want you to build your hopes up as to <br />getting answers to all your questions and we realize that it is a decision <br />we are asking you to make before the Environmental Impact Statement is <br />performed. After the County's inventory is adopted, the expanded advisory <br />committee is finished, and Ramsey's representative is on that committee. <br /> <br />Motion by Councilmember Van Wagner that Ramsey take a stand of opposition <br />to Site P because of environmental problems that could, and probably will, <br />result at that site. <br /> <br />Motion fails for a lack of second. <br /> <br />Mayor Gamec - Major concern right now is the present landfill'. Who is <br />going to cap it? The City of Anoka~certainly is not going to come out and <br />develop it. <br /> <br />Bob Hutchison - Regarding the present landfill, the County would be responsible <br />for termination of that site. The Ordinance calls for 2 feet of cover and <br />turf, but no maintenance beyond that. <br /> <br />A1 Phillips - 6700 Industry Ave. N.W. - Aren't there any more suitable sites <br />in Anoka? <br /> <br />Bob Hutchison - There are no good sites in Anoka.
