Sales Ratio List For July And August 1982 and 2.
Establishing Market Values On Tillable Land - Informational Only):

Council reviewed the Sales Ratio List for July and August, 1982. Council
noted that some properties sold extremely high over estimated valuation°
The question came up that should such properties be assessed the same as
comparable properties or should they be assessed on the basis of what that
property sold for.

Mr. Jack Menkveld stated such cases will come up once in a while because the
buyer could be buying the property at that inflated price as a tax write-off,
but the surrounding properties should not be penalized for that.

Discussion ensued regarding values of river front properties because the
same type of situation has come up there too.

Mr. Wirz stated that if a lot of sales are out of line with estimated valuation,
then the City can make some adjustment, bu~ a couple of isolated cases is
not cause enough to do so.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt
Resolution #82-118 to direct City Administrator to prepare a resolution to
keep the sales ratio as is. (Please refer to resolution file for Resolution
#82-118).

Motion carried. Voting Yes: Councilmembers Reimann, Cox, Sorteberg and
Van Wagner. Voting No: None.
