Motion carried. Voting Yes: Councilmembers Reimann, Sorteberg, Cox and <br />Van Wagner. Voting No: None. Absent: Mayor Gamec. <br /> <br />Case #7: Community School Bu~.get For 1983: <br /> <br />Mr. Marc Hadley was present at the meeting to answer any questions Council might <br />have. <br /> <br />Council reviewed the 1983 Community School Budget and Councilmember Cox noted <br />that the figures were area-wide figures and not just for the City of Ramsey. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Van Wagner to adopt <br />Resolution #82-117 to request that figures for the City of Ramsey, instead of <br />area-wide figures, regarding Community School Budget be provided and further <br />that this request be addressed to Mr: Brad Daniels of the Community School, <br />(Please refer to resolution file for Resolution #82-117) <br /> <br />Motion carried. Voting Yes: Councilmembers Reimann, Sorteberg, Van Wagner and <br />Cox. Voting No: None. Absent: Mayor Gamec. <br /> <br />Case #8: Assessing (1. Sales Ratio List For July And August 1982 and 2. <br /> Establishing Market Values On Tillable Land - Informational Only): <br /> <br />Council reviewed the Sales Ratio List for July and August, 1982. Council <br />noted that some properties sold extremely high over estimated valuation° <br />The question came up that should such properties be assessed the same as <br />comparable properties or should they be assessed on the basis of what that <br />property sold for. <br /> <br />Mr. Jack Menkveld stated such cases will come up once in a while because the <br />buyer could be buying the property at that inflated price as a tax write-off, <br />but the surrounding properties should not be penalized for that. <br /> <br />Discussion ensued regarding values of river front properties because the <br />same type of situation has come up there too. <br /> <br />Mr. Wirz stated that if a lot of sales are out of line with estimated valuation, <br />then the City can make some adjustment, bu~ a couple of isolated cases is <br />not cause enough to do so. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt <br />Resolution #82-118 to direct City Administrator to prepare a resolution to <br />keep the sales ratio as is. (Please refer to resolution file for Resolution <br />#82-118). <br /> <br />Motion carried. Voting Yes: Councilmembers Reimann, Cox, Sorteberg and <br />Van Wagner. Voting No: None. Absent: Mayor Gamec. <br /> <br />COUNCIL NEW BUSINESS <br /> <br />Jake Barthold - Request to transfer 5 acres of a 62 acre parcel to his son <br /> to build a home on, <br /> <br />Mr. Goodrich stated that in order for the City to stay within the Comprehensive <br />Plan, the best thing for Mr. Barthold to do is create a 10 acre parcel and <br />the City could grant a variance to the subdivision code. <br /> <br />C/August 24, 1982 <br /> Page 13 <br /> <br /> <br />
