Mr. Berg stated that Mr. Barthold could plat 6 2½ acre lots and leave the rest
as outlots.

Councilmember Cox suggested that Mr. Barthold give his son 10 acres, that Mr.
Barthold and his son work out an agreement between them that 5 acres be returned
to Mr. Jake Barhold at the time of subdivision. Councilmember Cox went on to say
that cities like Ramsey, Andover and Ham Lake should get together and take a
stand against the Metro Council.

Jake Barthold stated that his case is unusual and unique in that he only wants
to give his son a parcel to build his home on and that he doesn't feel his
case would set a precedence and all that he is requesting is a variance to do
SO.

Jake Barthold then asked if he deeded off the front 22 acres, could he then do
as he wished.

Council informed him he could.

Case #1: Appointment Of Mrs. Marilyn Gallagher To Anoka County Abatement
Advisory Board:

Councilmember Van Wagner stated that she has talked with Ed Fields and the
County is setting up an Advisory Board for Abatement and is requesting
representation from the City of Ramsey.

Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg to
appoint Mrs. Marilyn Gallagher to the Anoka County Abatement Advisory Board.

Motion carried. Voting Yes: Councilmembers Reimann, Sorteberg, Van Wagner
and Cox. Voting No: None. Absent: Mayor Gamec.

Councilmember Cox stated that it is very important that Mrs. Gallagher take
her direction from the majority of City Council

Mr. Schnelle requested monthly reports regarding abatement from Mrs. Gallagher.

Case #2:

Zoning (1. Lots Of Record On Bowers Drive Regarding..Mr. Wayne
Swedal; 2. Mr. RandS Norcross's Dr. iveway Problem and 3. Mrs.
Ri___chard Tweed Regardin9 Vehicles In Yard):

a. Lots of Record on Bowers Drive, owned by Mr. Wayne Swedal:

Councilmember Cox stated that Mr. Swedal has 3 lots and he has an agreement with
the City of Ramsey that he will build on only one of the 3 lots, until such
time as sewer and water are available. Mr. Swedal objects to paying street
assessments for all 3 lots, when the State Environmental Quality Board has
ruled 2 of the lots unbuildable at the present time. Councilmember Cox feels
the best decision is that the City notify the EQB that in as much as resurfacing
is in progress and resurfacing is assessed out to the individual property owners,
that Ramsey's ordinance supercedes their i in 3 acre requirement.

Motion by Councilmember Van Wagner and seconded by Councilmember Cox to rescind
Ramsey's agreement with Mr. Wayne Swedal, that he only be allowed to build on
one of his three (3) lots. Further Discussion: Councilmember Cox stated that
Council should have a commitment from Mr. Swedal that this is what he wants.

C/August 24, 1982
Page 14
