Council consensus is to have City Staff run an ad in the official newspaper <br />requesting applications from persons knowledgeable in the field of electronics, <br />to serve on the Cable T.V. Committee. <br /> <br />Councilmember Cox suggested that Telemprompter could look into renting commercial <br />space from Altron, Inc. for their headquarters and placing the tower elsewhere <br />in the City. <br /> <br />Workman's Compensation: <br /> <br />Mr. Schnelle stated that he has spoken to the Commissioner of Insurance and <br />found out that Mr. Richard Buchite had never taken any time off for injury <br />or filed a claim against Workman's Comp while he was employed by the City of <br />Ramsey. When Mr. Buchite was ready to retire he went to his attorney and <br />went through process of injury claim against Workman's Comp. Evidently in <br />the 50's or 60's, while in the employ of H&S he injured himself and was off <br />work for a while. We have received a letter from our insurance carrier and <br />they feel this case would get temporary disability in the amount of about <br />5% and Ramsey's share would be about $4200. As a result, there is quite an <br />increase in our Workman's Comp premium. Mr. Schnelle stated that he pointed <br />out to the Commissioner of Insurance that the City of Ramsey was never called <br />into this matter and had no input. The City pays into the fund and the <br />insurance company gives it up without any regard for the City's position or <br />input. The Commissioner of Insurance stated that he would check into the <br />matter and find out why Ramsey was not involved in the final decision. <br /> <br />Councilmember Cox stated that we have in our society more people milking the <br />system because it is easier to settle issues without going through the <br />court process and the taxpayer ends up paying for it. Council should direct <br />City Staff and City Attorney investigate the irregularities in this case <br />and report back to Council at our next regular meeting, and if necessary, <br />we can get our Workman's Comp insurance elsewhere. <br /> <br />Mr. Schnelle stated that the insurance company cannot be faulted, if the law <br />provides for it. <br /> <br />Councilmember Cox stated that the City should have at least had the opportunity <br />to protest and if it is not part of the law, we should work to see that it is <br />made part of the law. He also mentioned that often times a reduced rate <br />can be obtained by paying the entire claim outright and. then the City be <br />put back on regular rates. <br /> <br />Easement Negotiations: <br /> <br />City Attorney Goodrich stated that Peter Raatikka, City Engineer has had <br />further easement negotiations with Mr. Felknor and Mr. Usher. As it stands <br />now, the total cost to the City on each lot would be about $2700, including <br />fill, etc., and when work is complete the City will classify each lot as <br />buildable and make a payment of $1600 to each property owner. <br /> <br />Councilmember Reimann stated that the property owners are trying to rob the <br />City in this case. He went on to comment that the lots in question are <br />unbuildable and the owners want the City to pay for all the work and make <br />those lots buildable and worth $15,000-20,000, and then they want $1600 <br />outright payment besides. Their request is unreasonable.
