Mayor Gamec stated that the terms Mr. Felknor and Mr. Usher have set would <br />cost the City less than if the City had to go through condemnation process. <br /> <br />Mr. Goodrich stated that another alternative would be to take the 'whole 20' <br />for drainage from one lot, leaving one lot unbuildable, and that way we would <br />have to deal with just one property owner. <br /> <br />Councilmember Reimann stated that if the City decides to go through condemnation <br />and haul the dirt away, Mr. Felknor and Mr. Usher will still be left with <br />two unbuildable lots, and they should be willing to make some kind of a trade <br />off. Also, Mr. Raatikka should investigate to see if there is any other <br />alternative to take care of the drainage. <br /> <br />Councilmember Sorteberg commented that the property owners in this case are <br />being very unreasonable. <br /> <br />Councilmember Reimann and Council consensus is to have Mr. Raatikka inform <br />Mr. Felknor and Mr. Usher that their request is unacceptable. <br /> <br />Landfi I 1: <br /> <br />Councilmember Cox stated that he attended a landfill meeting August 26, 1982, <br />and the deadline date for determining where landfill sites are going to be <br />located is a couple of weeks away. The City of Ramsey needs a summary of <br />the impact of the proposed site on all taxing districts involved as a result <br />of taking the land out of our industrial site and potential loss to our <br />community. We need proper background to substantiate our position. We must <br />do something right away. Bob Johnson indicated that he would make some calls <br />to the Metro Council requesting a delay of the site decision. Whether we <br />get a delay or not, the first item is to request legal counsel to issue a <br />restraining order against the Metro Council until Ramsey has a chance to <br />enter it's necessary input based on information gained from a summary report. <br /> <br />Mr. Schnelle read Resolution #82-119 adopted by City Council August 24, 1982, <br />out loud. <br /> <br />Mayor Gamec stated that as far as the present site is concerned, if it i.s not <br />owned by the County and they approve a landfill site in Ramsey, but not <br />the liabilities, there will be no conditional use permit issued for anything <br />at that site. <br /> <br />Councilmember Cox stated that methane extraction of the landfill is one way <br />of guaranteeing the citizenry adjacent to the landfill protection from methane <br />contamination. <br /> <br />Marilyn Gallagher stated that the proposed site recommendation goes before the <br />Waste Management Board on September 14, 1982, but that it is not a final <br />decision. <br /> <br />Councilmember Van Wagner stated that she feels having a study prepared <br />regarding Site P and its impact on the community is a good idea.
