Councilmember Cox stated that wording should be added to Resolution #82-120
to the effect that legislation should be established to offset the economic
cost of a landfill within a municipality.

Motion by Councilmember Cox and seconded by Councilmember Van Wagner to direct
City Staff to seek out firms available to the City that could provide a
study regarding the landfill and it's impact on the community.

Further Discussion: Councilmember Cox stated that this study would be a joint
effort between the City of Ramsey and Anoka County. Councilmember Cox went
on to say that the City of Ramsey has worked real hard for the County with
regards to their thoroughfare plan and the Rum River Bridge Crossing and at
the same time government agencies are working against Ramsey and Ramsey needs
the data so the public can see just exactly what the City is doing. Ramsey
has County roads, railroad and airport, all of which are condusive to
industrial growth and Ramsey has used good planning to that end, and now the
Metro Council wants to expand the landfill in our industrial area.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cox, Sorteberg,
Reimann and Van Wagner. Voting No: None.

Marilyn Gallagher inquired that now that City Council has decided to have
a study prepared and the Metro Council is not willing to hold up on any
action, will Ramsey go with a restraining order?

Motion by Councilmember Cox and seconded by Councilmember Van Wagner to
direct City Attorney to impose a restraining order (if legally feasible)
against the Metro Agencies if they do not honor Ramsey's request for an
extension of time.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann,
Cox and Van Wagner. Voting No: None.

Adjournment:

Motion by Councilmember Reimann and seconded by Councilmember Cox to adjourn
the special Council Meeting.

Motion carried.
