MISCELLANEOUS

Councilmember Cox wishes to get back to discussion of landfill and methane
extraction. He wonders if the City really wants to say "no" to methane
extraction. He further stated that he doesn't know if it would be wise for
the City to be in the position of objecting to methane extraction.

Mayor Gamec stated that it would be nice if the Metro Council and County
would have requested Ramsey's feelings on it. We are expected to comply with
all their requests and they won't even discuss with us our position and
recommendations regarding the landfill.

Councilmember Van Wagner stated that if the City takes a position of going
along with methane, it would be another plus for Site P.

Councilmember Cox stated that if there is an opportunity to capture methane,
the County and City should not be involved. But, if a private enterprise
wants to experiment, maybe they should be allowed to do so, but not to expand.

Mayor Gamec stated that it might be a good idea for United Power Association
to make their presentation to the City of Ramsey.

Councilmember Sorteberg stated that the County should have directed United
Power to make their presentation to the City of Ramsey. Ramsey has a right
to know what is going to be done within the City.

Case #5: Moroz Regarding Driveway To His Business:

Motion by Councilmember Cox and seconded by Councilmember Van Wagner to
approve of the temporary additional driveway that Moroz installed at the
westerly entrance of their property to serve their service station, but any
further expansion of Mr. Moroz's operation will require that he come before
City Council for reviewal of the driveway situation.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Van Wagner,
Cox and Reimann. Voting No: None.

MISCELLANEOUS

Motion by Councilmember Cox and seconded by Councilmember Reimann to adopt
Resolution #82-125 to send a letter of thanks to Mr. Charles Delaney for the
well-planned and carried out Game Fair event that he sponsored. (Please
refer to resolution file for Resolution #82-125.)

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox,
Reimann and Van Wagner. Voting No: None.

Councilmember Cox suggested that maybe a letter be sent to Mr. Delaney
requesting that next year "Ramsey" be noted as the location of the Game
Fair event on his pamphlets and flyers.

Motion by Councilmember Cox and seconded by Councilmember Reimann to adopt
Resolution #82-126 to send a letter of thanks to the president of the Sno-
Barons Snowmobile Club for the well-planned and carried out snowmobile race
they sponsored. (Please refer to resolution file for Resolution #82-126).

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann,
Cox and Van Wagner. Voting No: None.

Sp C/September 13, 1982
Page 5
