Mr. Goodrich stated that because of the length of time that has passed since
issuance of the special use permit, the Council may want to review the
proposed plans, check with the PCA relating to the disposal system, check
with the State Health Dept. regarding the status of the required mobile
home park license, meet the proposed buyer and in general, review the entire
matter before making any commitments. Mr. Goodrich added that the special
use permit was issued to Mr. Gilbert Menkveld individually and therefore
the Council may want to meet the proposed buyer and learn his background
and hear what his specific plans for the property are. Finally, Mr. Goodrich
stated that since the granting of the special use permit, the City has
adopted two comprehensive plans and revised it's zoning and subdivision
ordinances. Mr. Goodrich particularly noted that in 197~ ~he City inCreased
the site size for mobile homes in mobile home parks to -~ sq. feet. ~;0.~'
Finally, Mr. Goodrich stated that he didn't think Mr. Menkveld had delivered
~'S~ O~$c Claim Deed to the City required by the Purchase and Lease Back
Agreement. Mr. Menkveld sa~d that he had and Mr. Goodrich sa~d he couldn't
find it if it has been delivered.

Councilmember Sorteberg stated that one of the ordinance requirements for a
mobile home park is that it has to be serviced by a municipal sewer system.

Councilmember Cox suggeSted that Mr. Goodrich work with Mr. Menkveld and
Mr. Hajek to gather the pertinent information and report back to the Council
at it's first meeting in November.

Mr. Menkveld said that he wouldn't go through all that. He said the City
has on file all the information it needs and that he wanted to start
developing his property tomorrow. He said he has 89 years left on the 99
year Purchase and Lease Back Agreement. He further stated that since there
is nothing in the special use permit or the City's ordinances about when
the special use permit is up, that he has the right to proceed on the
development tomorrow.

Mr. Goodrich advised that in light of Mr. Menkveld's position on the subject,
the Council would have to make a decision tonight regarding the status of
the special use permit.

Mr. Sorteberg stated that it would be better to review the ordinance first
because there are a lot of requirements Mr. Menkveld is going to have to
meet.

Motion ~ Councilmember Van Wagner and seconded by Councilmember Sorteberg
~.~to rescln~ Ramsey Townsh~p's special use permit xssued to Gilbert Menkveld
relating
to a mobile home park [m' 1972 until the Council has had an
opportunity to review the proposed plans and review and update itself on
this subject.

Motion carried.
