PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing was called to order by Councilmember Reimann regarding <br />Improvement Project #82-5, 157th Lane N.W., proposed assessments at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N~W.~ Ramsey, Minnesota at <br />8:04 P.M. on Wednesday, September 29, 1982. <br /> <br />Members Present: <br /> <br />Councilmember Gary Reimann (Acting Mayor) <br />Councilmember Sue Van Wagner <br />Councilmember Arnie Cox <br />Councilmember A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br />City Administrator Lloyd Schnelle <br />City Building Official Clayton Berg <br />Reporter Eric Sandin <br /> <br />Members Absent: Mayor Thomas Gamec <br /> <br />Mr. Raatikka explained to the audience that the reason for conducting the <br />assessment public hearing before the completion of the project was to get <br />the assessments on the 1983 tax roles, which will save the property owners <br />one years interest. <br /> <br />Mr. Raatikka then gave a slide presentation of the project and the assessment <br />costs. <br /> <br />Mr. Raatikka informed the audience that the assessments can be paid in 30 <br />days with no interest or if it is paid by November 12, 1982, it will not <br />go on the tax roles or it can be paid off any year after this provided it <br />is done before November 15. <br /> <br />Robert E. Howard - 8055 173rd - If I appeal to District Court, would I <br />still be subject to an assessment. <br /> <br />Mr. Goodrich - Informed Mr. Howard that he would not be subject to an <br />assessment if he won the case, but it will go on your taxes until such <br />time as District Court makes a decision. He also stated that Mr. Howard <br />has 30 days to appeal and interest starts from when that period ends. <br />Mr. Goodrich advised Mr. Howard that his case would probably not be heard <br />for 5 or 6 months, but the Court could disallow interest accrued if you <br />win your case. <br /> <br />George Post - 6841 157th - Claimed that his culverts are full. <br /> <br />Mr. Raatikka informed Mr. Post that ditch and culvert clean-up is yet to <br />be completed by the contractor. <br /> <br />Mr. Post claimed that he isn't receiving any notices of hearings from <br />the City.
