receiving notices either. <br /> <br />Mr. Goodrich explained that the City goes by the tax records and the tax <br />records must be behind. <br /> <br />Keith Noreen - 7000 157th Lane - The north side of the road looks like it <br />got an extra layer of blacktop. <br /> <br />Mr. Raatikka stated that he would inspect that area. <br /> <br />Mr. Noreen - How did the City arrive at the Legal, Fiscal and Easement figure <br />when not all easements are settled yet? <br /> <br />Mr. Goodrich explained that if there was a substantial fluctuation between <br />this figure and the actual, the City would re-assess. <br /> <br />Violet Lisk - 7040 157th Lane - We were billed for gravel that was never <br />put on Drainage at the end of my property which adjoins Cty. Rd. 956 <br />is ridiculous. The whole road is stupid. The Dennis Crow easement was <br />blacktopped and that does not belong to the City. Buffalo Bituminous <br />parked equipment on my property and tore up the blacktop. The road will <br />not last without gravel underneath it. I have contacted City Staff and <br />they are not answering my questions. <br /> <br />Mr. Goodrich stated that Mrs. Lisk did contact him and he told her how to <br />get in touch with Mr. Raatikaa and in talking to Mr. Raatikka has found <br />out that she never called him. He further stated that the City wants to <br />answer her questions, but she has to ask them. <br /> <br />Bob Orozco - 6975 157th Lane N.W. - Why was the street made so wide, when <br />it is only a dead end? Why wasn't I notified of this project? <br /> <br />Mr. Raatikka stated that all cul-de-sacs are to be 100' in diameter and <br />the street was widened to meet City code. <br /> <br />Bob Orozco - What about the gravel that was never put in? <br /> <br />Mr. Raatikka insisted that the gravel was put in, and that if the road were <br />cored they would find it. <br /> <br />Bob Orozco - How can a project like this pass when all the residents of <br />the area were not present at the first public hearing and did not have a <br />chance to vote. <br /> <br />Mr. Goodrich explained to Mr. Orozco the process which initiates a street <br />improvement project, that it takes a petition signed by 35% of the area <br />residents to qualify for a public hearing. He went on to explain that then <br />the Council makes the final decision based on input from that public <br />hearing. <br /> <br />Bob Orozco - When this money is involved, City should be absolutely sure <br />each affected invidual is contacted. <br /> <br />Councilmember Cox stated that Council can, by a 4/5 vote, order in a street <br />improvement project, even though a petition was never submitted by the area <br />residents. <br /> <br />Sp C/September 29, 1982 <br /> Public Hearing <br /> Page 2 <br /> <br /> <br />
