Mr. Goodrich stated that the City would not consider it fair for a property <br />owner to own say 10 acres, list it as one lot, benefit from all that street <br />frontage and have to pay only one assessment. <br /> <br />Mrs. Tolkinen - Considering the 40' setback requirement and area needed for <br />on-site sewer, it would be very difficult to construct a house our adjacent <br />lot. <br /> <br />Mr. Goodrich replied that City Staff will have to review the Tolkinen lot. <br /> <br />Council notes receiving a letter of objection to assessment from Mr. and Mrs. <br />Tolkinen. A copy of this letter can be found in the Project file. <br /> <br />A1 Pearson - 8846 Hwy. 10 - Stated that he is planning to build a house along <br />Bowers Drive and if his moter decides to go with Green Acres, how will that <br />affect his assessment and will his mother have to forfeit her Green Acres <br /> <br />rights? <br /> <br />Mayor Gamec stated that his mother's property would still fall under Green <br />Acres as long as she is farming it and A1 Pearson would be assessed accordingly. <br /> <br />Mrs. Pearson - 8846 H~l.10 - She questioned the number of units being assessed <br />for First, Second and Third Additions. <br /> <br />r. Raatikka stated that at the original hearing it was noted that there were <br />to be 61 units assessed, but after further review it seems some lots had <br />been combined and that brought the total down to 57. <br /> <br />Mrs. Pearson - If I prepay for my number of assessments, and if minimum lot <br />size is reduced, therefore allowing me more buildable lots, will I be <br />assessed again for the increase in number of lots considered buildable? <br /> <br />Mr. Schnelle stated that once the assessment role is adopted, it is for good. <br /> <br />Wayne Swedal - 14723 Bowers Drive - If Bowers Drive residents had not initiated <br />this project and the City did with a 4/5 vote, then who is responsible for <br />paying for the improvements? <br /> <br />Mayor Gamec stated that the residents would still be responsible for paying <br />for the improvements. <br /> <br />Mrs. Pearson - What if the City obtains Federal funds for street improvement? <br /> <br />Mayor Gamec replied that those monies must be used for major thoroughfares. <br /> <br />Carol Larson - 14480 Bowers Drive - Maintenance costs are responsibility of <br />residents of the area, what is Maintenance? <br /> <br />Mayor Gamec replied that fixing potholes and cracks, snowplowing, cleaning <br />ditches and some drainage problems are picked up by the City, but sealcoating <br />is assessed out to the area residents. Sealcoating is anticipated every 5 <br />years, but we are getting by with 7 - 10 years. <br /> <br />Carol Larson - Since 80% of roads in Ramsey are blacktopped, couldn't taxes <br />be adjusted so that all City residents can pay for all maintenance, including <br />sealcoating? <br /> <br />Mayor Gamec replied that it works out better for each neighborhood to take <br />care of their own sealcoating.
