PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing was called to order by Councilmember Reimann regarding <br />Improvement Project ~82-9, Shady Lawn, proposed assessments, at the Ramsey <br />Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota, at 9:32 P.M. <br />on Wednesday, September 29, 1982. <br /> <br />Members Present: <br /> <br />Councilmember Gary Reimann (Acting Mayor) <br />Councilmember A1 Sorteberg <br />Councilmember Arnie Cox <br />Councilmember Sue Van Wagner <br />Mayor Thomas Gamec <br /> <br />Also Present: <br /> <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br />City Administrator Lloyd Schnelle <br />City Building Official Clayton Berg <br />Reporter Eric Sandin <br /> <br />Mr. Raatikka explained to the audience that the reason for conducting the <br />assessment public hearing before the completion of the project was to get <br />the assessments on the 1983 tax roles, which will save the property owners <br />one years interest. <br /> <br />Mr. Raatikka then gave a slide presentation of the project and the assessment <br />costs. <br /> <br />Mr. Raatikka informed the audience that the assessments can be paid in 30 <br />days with no interest or if it is paid by November 12, 1982 it will not <br />go on the tax roles or it can be paid off any year'after this provided it <br />is done before November 15. <br /> <br />Tom Walsh - 6521 167th Ave. N.W. - I don't have any use for a blacktopped <br />road and I did not move out to the country to have my roads blacktopped to <br />cut down on dust. The road is not completely paved yet and I feel the <br />contractor is dragging his feet. <br /> <br />Randy Lindgren - 16821 Zirconium - I refuse to start paying interest on the <br />project before it is completed. <br /> <br />Councilmember Cox explained that completion of this project has been delayed <br />because of the construction in progress on 167th. <br /> <br />Mr. Curtis Lindgren - 618 Elm, Anoka - stated that he also refused to <br />pay interest before project completion. <br /> <br />Mr. Randy Lindgren stated that he and his father were never notified of the <br />public hearing for the proposed street improvement project. <br /> <br />Tom Walsh - Inquired if there was any penalty to the contractor for not <br />completing the project on time. <br /> <br />Sp C/September 29, 1982 <br /> Public Hearing <br /> Page 1 <br /> <br /> <br />
