PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing was called to order by Councilmember Reimann regarding <br />Improvement Project #82-3, Barthel Rum River Acres, proposed assessments <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />at 7:33 P.M. on Wednesday, September 29, 1982. <br /> <br />Members Present: <br /> <br />M~mbers Absent: <br />Also Present: <br /> <br />Councilmember Reimann (Acting Mayor) <br />Councilmember Van Wagner <br />Councilmember Cox <br />Councilmember Sorteberg (arrived at 7:55 P.M.) <br />Mayor Thomas Gamec <br />City Engineer Raatikka <br />City Attorney Goodrich <br />City Administrator $chnelle <br />City Building Official Berg <br />Reporter Eric Sandin <br /> <br />Mr. Raatikka explained to the audience that the reason for conducting the <br />assessment public hearing before the completion of the project was to get <br />the assessments on the 1983 tax roles, which will save the property owners <br />one years interest. <br /> <br />Mr. Raatikka then gave a slide presentation of the project and the assessment <br />costs. <br /> <br />Mr. Raatikka informed the audience that the assessments can be paid in 30 <br />days with no interest or if it is paid by November 12, 1982 it will not <br />go on the tax roles or it can be paid off any year after this provided <br />it is done before November 15. <br /> <br />Jim Barry - 5621 164th Lane - At the public hearing this Spring, I brought <br />up the fact that there would be water problems. The contractor put in <br />culverts and the very next day they filled up with sand. <br /> <br />Mr. Raatikka informed him that the contractor still has to ditch and culvert <br />clean-up to do before the project is completed. <br /> <br />Jim Barry - Stated that there is another culvert in the area, that serves as <br />a collector for the whole area, that isn't serving the area properly. <br /> <br />Mr. Raatikka informed Mr. Barry that that problem will be solved when the <br />ditches are cleaned up. <br /> <br />Jim Barry - We were of the understanding that Barthel was obligated to <br />pay for paving costs of 164th and Junkite. Now it seems that we paved <br />a road for Barthel to get to his Second Addition and Barthel has only <br />provided one access. At the public hearing this Spring, it sounded like <br />he was supposed to provide 2 accesses.
