Mr. Raatikka explained that the second access will be coming eventually <br />and past experience is that the equipment will not cause the road to break up. <br /> <br />Mr. Goodrich explained that Barthel has a $233,000 mortgage on Rum River <br />Second Addition. <br /> <br />Gary Rueckert - 5631 164th Lane - Stated he was dissatisfied with his <br />blacktop. <br /> <br />Chuck Klein - 5551 164th Lane - Why is Outlot A not included in the assessments. <br /> <br />Mr. Raatikka stated that it was replatted to the Second Addition. <br /> <br />Karol Andreason - 5510 164th Lne - I have papers at home that say that Outlot <br />A belongs to all in Rum River Acres. <br /> <br />Mr. Barthel - Outlot A is shared by both First and Second Addition. <br /> <br />Karol Andreason - Contractor told me that road isn't finished paving yet <br />because the soil has been too soft and he continue paving after soil starts <br />to freeze -- is that a good procedure? <br /> <br />Mr. Raatikka stated that he would check back with the contractor on that. <br /> <br />Jim Barry - What is involved in ditch clean-up? <br /> <br />Mr. Raatikka stated that it involved removing dirt with a backhoe. <br /> <br />Councilmember Reimann noted receiving Objection To Assessment, Document #1, <br />File No: RA3: 07 - 3, Notice Dated: 9/10/82, Project: Improvement <br />Project #82-3, Barthels Rum River Acres. (A copy can be found in City <br />Project File). <br /> <br />Mr. Raatikka stated that Mr. Barthel was assessed $18,000, which the City <br />felt agreeable, and the $18,000 was applied to the total project. <br /> <br />Councilmember Cox stated that the $18,000 was credited to the total project <br />because Barthel is not opening that part to the west of the Second Addition. <br /> <br />Motion by Councilmember Cox to adjourn the public hearing. <br /> <br />Further Discussion: Jean Schlueter asked when will Junkite be required to <br />go all the through to Hwy. #47? City Attorney Goodrich replied that Barthel <br />has an extention of time until October of 1-84. Jean Schlueter asked what <br />about the ingress/egress ordinance? Councilmember Cox stated that that <br />ordinance was not in effect when Barthel Rum River Acres Development started. <br /> <br />Councilmember Sorteberg ~_rrived at 7:55 P.M. <br /> <br />Councilmember Van Wagner seconded the motion to adjourn the public hearing. <br /> <br />Councilmember Cox stated that the City has provisions in the plat that <br />provided for access onto Hwy. ~47 from it's southern most point when the <br />opportunity is available. <br /> <br />Motion carried. Voting Yes: Counci~members Van Wagner,' Cox, Reimann and <br />Sorteberg. Voting No: None.
