PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A special meeting of the Ramsey City Council was held on Monday, October 25, <br />1982 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Sue Van Wagner <br />Councilmember Gary Reimann <br />Councilmember A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Attorney William Goodrich <br />Reporter Eric Sandin <br /> <br />Members Absent: Councilmember Arnie Cox <br />Citizens Present: Howard Carson, Mr. & Mrs. Willis Barry <br /> <br />Mayor Gamec called the special meeting to order at 7:45 P.M. and led in the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Gamec explained that the purpose of this meeting is to discuss with <br />staff from the Waste Management Board, the selection of a waste management <br />site in Ramsey. Mayor Gamec then introduced Kathy Moore, Steve Reiner and <br />Sharon Decker, all staff members of the Waste Management Board. <br /> <br />Kathy Moore stated that she, Steve Reiner and Sharon Decker were going to <br />provide background information and present slides of processing facilities <br />in other parts of the Country. She further stated that the Waste Management <br />Board, for the last two years, has been involved in the siting process. <br />She explained that there is no hazardous waste facility in Minnesota and <br />that some industries are shipping their waste out of State, which is very <br />expensive and some industries are dumping their wastes in the sewers, which <br />is a serious pollution concern. Kathy Moore also stated that hazardous <br />waste facilities will not be owned and operated by the Waste Mangement <br />Board, but rather by a private firm. Kathy Moore requested input from <br />City Council and Staff as to land use, transportation and city services <br />in Ramsey. She further stated that the purpose of the Waste Management <br />Board is to identify the most suitable areas for a hazardous waste facility, <br />but a firm can build elsewhere if they can comply with Pollution Control. <br /> <br />Steve Reiner stated that there is somewhere in the neighborhood of 200,000 <br />tons of hazardous waste generated in Minnesota every year. The most <br />significant category of waste is metal bases which are toxic. A second <br />category of waste is solvents; chlorinated and unchlorianted. The best <br />way to manage solvents is to recycle them. The third category is oils and <br />greases. If not too contaminated, oils and greases can be recycled. <br /> The fourth category is miscellaneous organics which can be either toxic or <br /> flamable. The best way to manage miscellaneous organics is to incinerate. <br /> Therefore, we are looking at: site processing, acqueous treatment, solvent <br /> recycling and incineration. <br /> <br />Steve Reiner then gave a slide presentation of hazardous facilities in U.S. <br /> <br />Sp C/October 25, 1982 <br /> Page 1 of 3 <br /> <br /> <br />
