City Council, requesting that the County review any proposed expansion of the <br />Landfill with the City of Ramsey, before County approval. Mayor Gamec <br />stated that Mr. Don Otter and Mr. Terry Miller of Minnesota Waste Management <br />are present at this meeting to review a proposed expansion of the Landfill. <br /> <br />Mr. Don Otter noted the following correspondence: <br /> <br />1. Letter from Minnesota Pollution Control Agency to Mr. Craig E. Johnson <br /> of Waste Management of Minnesota dated August 30, 1977. <br /> <br />2. Letter from Metro Council to Mr. G, Seaborn of MinneSota Pollution <br /> Control Agency dated August 2, 1977. <br /> <br />3. Letter from Anoka County Health Department to Mr. Otter of Waste <br /> Management of Minnesota dated May 18, 1977. <br /> <br />Mr. Terry Miller then presented an overlay presentation of landfill plans <br />approved in 1977 in relation to the proposed expansion submitted to the <br />MPCA on August 16, 1982. He further stated that basically, there would be <br />no increasing the net volume. <br /> <br />Mr. Otter stated that the area as previously approved had little slope and <br />run-off. In order to increase run-off, grades were brought back, slope <br />increased and limits of fill pulled back. Mr. Otter also stated that there <br />is no liner proposed for this subject expansion area. <br /> <br />Mayor Gamec stated that he and City Engineer Raatikka have reviewed maps and <br />resolution adopted by Ramsey City Council in 1977, and have determined that <br />this proposed expansion would be a part of that total landfill package <br />approved by the City in 1977. <br /> <br />City Attorney Goodrich inquired if any of the proposed expansion falls into <br />the area designated as the "south 80", that the law suit filed against the <br />City of Anoka designates the south 80 as being used for recreational. <br /> <br />Mr. Raatikka stated that the proposed expansion does fall into the south 80. <br /> <br />Mr. Otter replied that the original contracts that were approved by all parties <br />in 1977 referred to site plan, that the terminology north 80 and south 80 <br />are recent. <br /> <br />Mr. Goodrich stated that if the City approves of the expansion~ it should <br />also be noted that Ramsey is cognizant of the fact that the south 80 was to <br />be used for recreational.or that Ramsey approves as long as the expansion <br />does not affect the contract between the City of Anoka and the City of <br />Ramsey. <br /> <br />Mr. Otter replied that this proposed expansion does not require Ramsey~s <br />approval, only that Ramsey be made aware of the expansion.' <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />have Ramsey City Council go on record as having "No Comment" with regards <br />to the proposed expansion of the landfill. <br /> <br />Motion carried.
