not be appropriate for a residential area.

Mr. Commers replied that if the site is approved, a more appropriate type of
fencing could be installed.

Councilmember Cox replied that if Cable TV is going to be available in
Ramsey, it is most likely going to be located in someones neighborhood.
The tower in Anoka has a 33' base and Councilmember Cox stated that this
tower is not going to bother the residents of Rolling Greens a bit. Council-
member Cox stated that his residence is adjacent to a tower, that he doesn't
even notice the tower, and that he would rather have a tower than some
barking dogs.

Diana Bruneau 16650 Dolomite - When I purchased property in Ramsey it
was on the understanding that it was residential property. Perhaps when
Councilmember Cox purchased his home he was aware that there was a tower
adjacent and I would rather contend with barking dogs than a power station.
All possible locations have not been thoroughly investigated, and I want
proof that they have been before you construct this tower in my back yard.

Mr. Berg replied that Council has to either approve this site or disapprove,
not come up with a more suitable site but rather just make a decision regarding
the site that was presented.

Mr. Commers replied that regarding locating on some agricultural property
at the intersection of 167th and Nowthen, there are subdivision ordinances
in effect that must be complied with and Group W only needs a piece of
property 200' x 200' He further stated that Group W does not want to be
controversial and if the proposed site is disapproved Group W will search
for another suitable site.

Mr. Fults stated that he has not approached the owners of agricultural
property at the intersection of 167th and Nowthen, but if any of the owners
are willing, will Council grant a variance for Group W to purchase one acre?
Group W is also willing to lease.

Mayor Gamec stated that he would be in favor of granting a variance for one
acre and that other suitable sites should have been investigated further.

Mr. Berg stated that if Council disapproves the proposed site, Group W
could end up going through the Conditional Use Permit process for the
other 3 sites at the intersection of 167th and Nowthen.

Mayor Gamec stated that at first he felt P & Z should have recommended
approval of the proposed site because 80% of Ramsey's population wants
Cable TV and only 7 or 8 residents of Rolling Green object to it being
located at this site, but now I feel that other more suitable sites should
have been investigated further.

Dave Voit - Owner of property proposed as site for tower - Suggested a
compromise -- the accessory building could be finished off so as to be more
pleasing to the eye and and would be willing to let the residents use the
balance of the subject property as a park area on a reversionary basis.

Gary Meyer - Group W - If Group W approaches property owners located on the
other 3 corners and we are turned down, then what?

C/December 21, 1982
