Case #5: Request For Six Month Extension On Filing Of Final Plat For <br /> <br />Meadowbrook Estates; Case Of Mr. Ronald Petrucci: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to approve <br />of granting a six month extension of time in the filing of the final plat <br />for Meadowbrook Estates which would expire June 27, 1983. Further, that <br />Mr. Ronald Petrucci be informed by letter of this action. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox, <br />Reimann and Van Wagner. Voting No: None. <br /> <br />Case #6: Conditional Use Permit Request; Case Of Group W Cable Of Quad <br /> Cities, Inc.: <br /> <br />Mayor Gamec stated that Council has reviewed P & Z Minutes dated December <br />7, 1982 regarding Group W Cable's request for a conditional use permit to <br />construct a 100 foot microwave tower and a 15 x 20 foot accessory building <br />to house related equipment on Outlot A of Rolling Green Addition. <br /> <br />Mr. James W. Commers of Group W Cable stated that a central location is <br />required in order to transmit throughout the community. Mr. Commers <br />stated that the most suitable site would be at 167th Avenue NW and Nowthen <br />Blvd. NW. <br /> <br />Mayor Gamec stated that he is not fond of the idea of locating close to <br />a residential area, that the biggest problem will be finding a central <br />location that is not close to a residential area and that the City cannot <br />condemn land for private use. Has any consideration been given to locating <br />on City Hall property? <br /> <br />Mr. Commers replied that if the tower was located on City Hall property, he <br />doesn't think transmission would be possible to the northwest corner of <br />the City and one tower will handle the entire City if it is centrally located. <br /> <br />Councilmember Sorteberg stated that someday there will be some type of <br />construction on the site of 167th and Nowthen, but for now Council should <br />take the objections of residents of Rolling Green into consideration. <br />Perhaps a rental agreement could be arranged between Group W and one of <br />the other property owners of the other 3 corners at 167th and Nowthen. <br /> <br />Leo Kniebel - 16531 Ebony St. N.W. - Residents of Rolling Green have a real <br />concern for our property values if this tower is approved at this site. <br />Mr. Darryl Fults has some exhibits he may or may not want to present to <br />Council. Our concern with our quality of life is aroused when we consider <br />looking at this tower from our patios and decks. We are also concerned <br />with absentee ownership, who will maintain the grounds and will there be <br />someone present to assumed responsibility. We are also concerned for the <br />safety of our children. We moved to Ramsey for special reasons and request <br />that the quality of life in Rolling Greens be considered and urge Council <br />to follow the recommendation of Planning and Zoning. <br /> <br />Darryl Fults - 15410 Barium - Presented pictures of a 400' tower and accessory <br />building located in St. Paul, which has been fenced. Mr. Kniebel finds <br />the looks of the cyclone fencing and barb wire offensive, but it was these <br />same residents that requested fencing at Planning and Zoning. <br /> <br />Leo Kniebel replied that a 9' cgclone fence topped with barb wire would <br /> <br />C/December 21, 1982 <br /> Page 8 of 21 <br /> <br /> <br />
