Mayor Gamec and Councilmember Schlueter agreed that a complete study is needed <br />in order to make a final decision regarding the airport. This airport master <br />plan would also serve as back-up to Council's decision. <br /> <br />Councilmember Sorteberg stated that he is skeptical to spend this amount of <br />money on a study. <br /> <br />Mr. Ippel stated that the only way the Airport Commission can make a recommendation <br />to Council is by way of this type of study. This report will lay out the site, <br />what is feasible there, economic impact, and qualify the airport for State <br />and Federal funding (if the decision is made to proceed with the airport). <br /> <br />Councilmember Reimann stated that the airport is not owned by the City and <br />why should the City spend the citizens money to research a privately owned <br />airport? <br /> <br />Mr. Schnelle replied that the purpose of the Airport Commission is to research <br />whether or not %he airport should be municipally owned. <br /> <br />Councilmember Reimann brought up the point whether or not the City can afford <br />the airport. <br /> <br />Mr. Schnelle replied that the Master Plan will answer those types of questions. <br /> <br />Councilmember Schlueter stated that the airport is an emotional issue to a lot <br />of people and we have to set those emotions aside and get to concrete information. <br /> <br />Mr. Koshak pointed out that anywhere along the line, when there is mutual <br />agreement between City and State, the study can be terminated; this will be <br />a part of the agreement. <br /> <br />Councilmember Schlueter inquired as to how payments will be made on this study. <br /> <br />Mr. Otto stated that generally, the community is responsible for the cost of <br />the entire study up front and when the study is complete they submit to Mn/DoT <br />for reimbursement. Mr. Otto further commented that he has talked to Mn/Dot <br />and they are willing to provide interim funding so that when the City is billed <br />the City can submit for reimbursement and receive payment from Mn/Dot within <br />5-10 days. <br /> <br />Councilmember Sorteberg reiterated that he is not in favor of spending $8000 <br />on this master plan at this time. <br /> <br />Councilmember Reimann is not in favor of spending money for information to <br />determine whether or not the City should proceed with the airport. Private <br />owners could not make a success of the airport and the City can't afford to <br />take it on. <br /> <br />Mayor Gamec and Councilmember Schlueter stated that they are in favor of the <br />master plan. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Reimann to table action <br />until Council's meeting scheduled for January 10, 1983. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: None.
