Mr. Dick Carson was present and gave a brief presentation of what is proposed <br />for Phase I of Flintwood II PUD. <br /> <br />Councilmember Reimann stated that he still does not favor so many driveways <br />coming out onto a MSA Street. <br /> <br />City Engineer Raatikka replied that the MSA street will have an acceleration <br />lane, no parking and restricted speed. <br /> <br />Mayor Gamec stated that the County should be contacted regarding their taking <br />over Hwy. #47 up to St. Francis. <br /> <br />Councilmember Sorteberg stated that he thought there was an ordinance in effect <br />eliminating driveways onto thoroughfare streets. <br /> <br />City Building Official Berg replied that Councilmember Sorteberg is correct <br />and the PUD would require a variance to this ordinance. Mr. Berg also <br />pointed out that the subject road is MSA at Council's request. <br /> <br />Mayor Gamec stated that he was pleased to see that NDR is working with the <br />residents of Flintwood I to attain an agreeable sol¥1tion for everyone. <br /> <br />Mr. Carson stated that the City's improvement ordinance specifies FHA and VA <br />approval; NDH would like the flexibility to decide whether or not to go FHA or <br />VA. NDH is trying to put together a 'total package of financing to be used <br />by all builders involved in the project that will hopefully containt a lower <br />interest rate. <br /> <br />City Attorney Goodrich arrived at this time. <br /> <br />Council requested that Mr. Schnelle research this issue of the ordinance <br />requiring FHA and VA and reporting back to Council at their next meeting. <br /> <br />Case #8: Resolution Receivin~ Engineer's Feasibility Report Regarding Public <br /> Utilities (Sanitary Sewer, Storm Drainage, Streets and Water); <br /> <br />Deleted from the agenda. <br /> <br />Case #9: DNR Proposed Shoreland Management Classification: <br /> <br />City Engineer Raatikka explained the proposed changes to DNR's preliminary <br />classification of Ramsey's shoreland. <br /> <br />Council discussion ensued regarding DNR restrictions rendering the land <br />useless to the landowner and making it very costly for a developer to develop. <br /> <br />Motion by Councilmember Sorteberg and seconded by Mayor Gamec to adopt <br />Resoltuion #83-211 to reclassify or delete shoreland in the City of Ramsey. <br />(Please refer to resolution file for Resolution #83-211). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: None.
