COUNCIL OLD BUSINESS

Case #1: Finance (A. Cash Flow Report For September 1983; B. Budget Revenue
And Expenditure Report For 1983):

a) Cash Flow Report for July 1983 through September 1983 -

Council noted.

b) .Quarterly Report for period ending September 30, 1983 -

Council noted.

Case #12: Computer (A. Approving Of Bid Specifications; B. Authorizing

Partial Payment To Thompson and Company):

a) Approval Of Bid Specifications For Software/Hardware Regarding Computer
System -

City Accountant Moen explained that specifications for a computer package
for Ramsey have been prepared and require Council's approval to advertise
for bids.

Councilmember Reimann inquired if this can be interpreted as Ramsey
definitely purchasing a computer system.

Councilmember Van Wagner noted that Council can reject all bids.

Councilmember Schlueter inquired if the alternative of computer timesharing
has been researched.

City Accountant Moen stated that she has contacted one city that is
computer timesharing and it is costing them $40,000/year, they do not
own any of the equipment and it includes no services for the Police
Department. Computer timesharing is very restrictive. The system
Ramsey is looking at does have a micro-filming feature.

Councilmember Schlueter inquired as to the number of terminals.

City Accountant Moen stated that the City would go into the system with
8 terminals and it is difficult to project whether or not more terminals
will be needed in the future.

Motion by Councilmember Van Wagner and seconded by Mayor Gamec, for
further discussion, to adopt Resolution %83-193 approving of the bid
specifications as submitted which are to be attached as Appendix A to this
Resolution calling for bids on computer software and hardware. Further,
that the Thompson and Company consultants advertise in the Anoka County ~"
Union, Minneapolis Star and Tribune, St. Paul Dispatch and Pioneer Press
and any trade publications for the bidding on this equipment. The closing
date for said bid will be November 30, 1983. (Please refer to Resolution
File for Resolution #83-193).

Further Discussion: Councilmember Sorteberg stated that there should be
a Council workshop regarding this computer system.

Councilmember Van Wagner withdraws her motion and Mayor Gamec withdraws
his second to the motion.

C/October 25, 1983
