Motion by Councilmember Reimann and seconded by Councilmember Van Wagner <br />to table Approval of Bid Specifications and to schedule a special Council <br />Meeting for November 7, 1983 at 7:00 p.m. to review the proposed computer <br />system. <br /> <br />Motion carried. Voting No: None. <br /> <br />Refer to Page 12, Paragraph 10 of these minutes for further action. <br /> <br />Case #2: Amending Of City Code Regarding Park Fees In The Subdividing Of <br /> P~operty: <br /> <br />Mr. Berg noted a correction to the proposed ordinance; Section 170.062 and <br />170.063 - Change references to 'permit fee' to 'valuation' <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to <br />adopt Ordinance #83-13 which is an ordinance amending Chapter 170.03 entitled <br />"Subdivision",' Section 170.038F, "Dedication of Parks and Open Spaces", <br />Subparagraph 2 of the City Code, with the following correction: .,~ <br /> <br />Section 170.062 and Section 170.063 - Change references to 'permit fee' <br />to 'valuation'. <br /> <br />(Please refer to ordinance file for Ordinance ~83-13). <br /> <br />Motion carried. Of Magnesium Street NW: <br /> <br />City Attorney Goodrich stated that he has met with Mr. Hoffman, Mr. & Mrs. <br />Gillman and Mrs. Boeris. Mr. Hoffman and Mr. & Mrs. Gillman are present <br />tonight but Mrs. Boeris could not attend. Ramsey's concern is not the <br />extension of Magnesium but the portion that presently exists. That street <br />has never been accepted by the City. In the past, individuals obtained <br />building permits without the street being a public street and now there <br />are residents living on that street. The original developer was Norm Holm <br />and he did blacktop up to the Hoffman property. The City Engineer feels <br />that the street should have an overlay in order to meet City standards. <br />Have attained easements from Hoffman and Boeris and Holm is also willing. <br />There is some opposition on the part of the Gillmans. The right-of-way <br />we are proposing is % on the Hoffman property and % on the Gillman property. <br />The Gillmans object because the travelled portion is 100% on their side <br />of the property and that would leave a 3-4 foot boulevard between the <br />travelled portion and the Gillman property. <br /> <br />Mrs. Gillman stated that the street should be realigned so that it divides <br />the two properties, that they desire the norm of paying taxes to the middle <br />of the street. <br /> <br />City Attorney Goodrich stated that the City Engineer has recommended that <br />the City accept the street as it is now positioned and at the time of public <br />improvements the City will center the road. Mr. Goodrich further commented <br />that Mrs. Boeris is very concerned about the plowing of this road in the <br />winter, that she lives alone and must be~able to get to work in the winter. <br /> <br />C/October 25, 1983 <br />Page 11 of 24 <br /> <br /> <br />
