Mr. Gillman stated that an overlay to the street, without realigning at <br />the same time, will cause a drainage problem. <br /> <br />Councilmember Reimann inquired if the property owners were aware that they <br />will be assessed for the upgrading of the street. <br /> <br />City Attorney, City Engineer and the Gillmans stepped out of Council Chambers <br />to further discuss the matter. <br /> <br />Refer to Page 13, Paragraph 7 of these minutes for further action. <br /> <br />Case #4: Amending Of City Environmental Ordinance: <br /> <br />Mr. Schnelle stated that Ramsey's current environmental ordinance is in <br />compliance with State Environmental Quality Board and Metro Council requirements; <br />it does not satisfy DNR requirements. The motion proposed is for Council's <br />approval for City Engineer assistance to amend the ordinance in the amount of <br />$1400.00. <br /> <br />Motion by Councilmember Van Wagner and seconded by Cou_ncilmember Reimann, <br />for further discussion, to authorize the City Engineer to assist City Staff <br />in amending the City's Environmental Ordinance to meet certain DNR standards. <br />The cost will not exceed $1400.00. <br /> <br />Further Discussion: Councilmember Reimann noted that Ramsey's current ordinance <br />is also in compliance with County regulations, the County has all the pertinent <br />information and why should we spend $1400 to duplicate that information? <br />Mr. Schnelle stated that DNR has a number of issues that they want addressed <br />but Staff feels the current ordinance is adequate and that it complies with <br />EQB and Metro Council.requirements. Councilmember Schlueter inquired as to <br />which board has the final say on these regulations. Mr. Schnelle replied that <br />DNR does, they are a major department of the State of Minnesota. Councilmember <br />Sorteberg recommended tabling this case and inviting a representative from <br />DNR to discuss the issue with Council. <br /> <br />Councilmember Van Wagner withdraws her motion and Councilmember Reimann with- <br />draws his second to the motion. <br /> <br />Council consensus is to reschedule the Special Council meeting of November 7, <br />1983 to November 15, 1983 and that the following be placed on the agenda: <br /> <br />Case #1: Computer Workshop 7:00 p.m. <br /> <br />Case #2: Discussion Of City Environmental Ordinance 8:15 p.m. <br /> With Representative Of DNR <br /> <br />Case #5: <br /> <br />Landfill (A. Inspection Reports Of Landfill For August 1983 And <br />September 1983; B.
