Abstain: Councilmember Schlueter. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Reimann <br />to adopt Resolution #83-196 revising Municipal State Aid Street System <br />regarding that the following described roads be established as a Municipal <br />State Aid Street of Ramsey: <br /> <br />1) Nonexistent Zuni Street Northwest between State Hwy. #47 at 144th <br /> Avenue and nonexistent 148th Lane Northwest. <br /> <br />2) Nonexistent Xkimo Street Northwest between nonexistent 148th Lane <br /> Northwest and 150th Avenue Northwest. <br /> <br />3) Xkimo Street Northwest between 150th Avenue Northwest and 153rd <br /> Avenue Northwest. <br /> <br />(Please refer to resolution file for Resolution #83-196). <br /> <br />Motion carried. Abstain: Councilmember <br />Schlueter. <br /> <br />d) Irrisation System For Ramsey Central Park - <br /> <br />City Engineer Raatikka stated that the Park Board would like to know if <br />Council is going to take any action regarding the proposed irrigation <br />system for Central Park. <br /> <br />Council consensus is to place this issue on Council agenda for November 22, <br />1983. <br /> <br />Case #7: Adoption Of An Ordinance Regarding Senior Citizen Hardship Tax <br /> Deferral: <br /> <br />City Attorney Goodrich distributed copies of the proposed Ordinance to <br />Council and stated that it would allow Council to grant deferrals of <br />assessments to any senior citizen or person retired due to total disability <br />until: <br /> <br />1. Death of the owner, provided that the spouse is otherwise not eligible. <br /> <br />2. The sale, transfer or subdivision of the property. <br /> <br />3. Homestead credit ceases <br /> <br />4. Council determines there would be no hardship to require immediate or <br /> partial payment. <br /> <br />Attorney Goodrich stated that Paragraph 5 of the proposed ordinance was <br />prepared after reviewing ordinances of various other communities and the <br />League of Minnesota Cities model. <br /> <br />Councilmember Van Wagner suggested that Item 5.A.d be deleted from the <br />proposed ordinance; that senior citizens should not be forced to use their <br />'nest egg' to pay an assessment. <br /> <br />C/October 25, 1983 <br /> Page 16 of 24 <br /> <br /> <br />
