PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing regarding assessments for Sealcoating Project ~83-4, Klemish <br />Addition, was called to order by Acting Mayor Gary Reimann at 7:05 p.m. on <br />Tuesday, Sept. 13, 1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Gary Reimann <br />Councilmember Jean Schlueter <br />Councilmember A1 Sorteberg <br />Councilmember Sue Van Wagner <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Attorney William Goodrich <br />City Building Official Clayton Berg <br />C~ty Engineer Peter Raatikka <br />Reporter Carolyn Thompson <br /> <br />Members Absent: Mayor Thomas Gamec <br /> <br />City Engineer Peter Raatikka gave a slide presentation of project costs° <br /> <br />Ed Klemish - 16118 Sodium Street - Inquired as to why he is paying taxes, that <br />the City should maintain the roads and noted that he built the road. <br /> <br />Mr. Raatikka replied that because of the cost of oil, Council felt this cost <br />had to be charged back to the benefitted property owners. <br /> <br />Mr. Klemish stated that the City hasn't done anything for his street, he <br />doesn't feel it's right and he won't pay without problem and he would rather <br />take the matter to court. He also noted that he helps pay for gravel roads <br />too. Inquired as to what the citizens have given for the roads that he has <br />given to the City? <br /> <br />Attorney Goodrich replied that every developer has to put in their own streets <br />and that is true for every city in the State because the developer creates the <br />need for those roads. <br /> <br />Mr. Klemish inquired as to what amount the City has spent on the roads. <br /> <br />Councilmember Van Wagner read from the City budget that the Public Works <br />Department spent $161,394.00 in 1982. <br /> <br />Mr. Klemish stated that the City ls. not maintaining his road, agreed that it <br />needs sealcoating and doesn't feel he should be assessed. <br /> <br />Jack Engels .- 168th Lane:~NW - Agreed with Mr. I~emish's comments and ~tated <br />that property owners paid for their roads when they built their homes and <br />the City should now maintain those roads. <br /> <br />Councilmember Reimann stated that the City cannot afford to provide sealcoating <br />without raising taxes. <br /> <br />Sp C/September 13, 1983 <br /> Public Hearing <br /> Page 1 of 2 <br /> <br /> <br />
