PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing regarding assessments for Sealcoating Improvement Project <br />~83-6, Woodlawn Estates, was called to order by Acting Mayor Gary Reimann at <br />7:19 p.m. on Tuesday, September 13, 1983 at the Ramsey Municipal Center, 15153 <br />Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Gary Reimann <br />Councilmember Jean Schlueter <br />Councilmember A1 Sorteberg <br />Councilmember Sue Van Wagner <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Attorney William Goodrich <br />City Building Official Clayton Berg <br />City Engineer Peter Raatikka <br />Reporter Carolyn Thompson <br /> <br />Members Absent: Mayor Thomas Gamec <br /> <br />City Engineer Raatikka gave a slide presentation of project costs. <br /> <br />Gary Albrecht - 16424 Okapi - Stated that he was at the public hearing at <br />the initiation of this project and is raising the same question at this public <br />hearing -- number of units being assessed? <br /> <br />City Engineer Raatikka stated that it is City policy that corner lots are assessed <br />on one side only. <br /> <br />Gary Albrecht stated that an 80 acre parcel belonging to the Armstrong Kennels <br />is the parcel he is questionning, that if that parcel were divided into 10 acre <br />lots and no matter.which way it is done, there would be a parcel on 163rd and <br />that parcel is not being assessed for any of the street improvements. To be <br />fair, the kennels should be assessed for a portion of their street in our <br />development. Mr. Albrecht contacted the Minnesota League of Cities and they <br />informed him that the overriding factor in a situation like this should be <br />whether or not the property owner benefits from the improvement. <br /> <br />Mr. Raatikka replied that when the street that the kennel property accesses onto <br />is sealcoated, then the kennels will be assessed. <br /> <br />Mr. Albrecht replied that this is not a fair system, that there should be some <br />limitation. He also commented that the League of Cities suggests an alternate <br />method of adding the footage of the two sides and assessing 75% of that total <br />footage. <br /> <br />Councilmember Reimann stated that when Council adopted the ordinance, Council <br />felt it would be more fair to assess by the unit rather than by footage. <br /> <br />Mr. Albrecht stated that citizens should be assessed on an equal basis, but in <br />this case the City is missing 629'. <br /> <br /> Sp C/September 13, 1983 <br /> Public Hearing <br /> Page 1 of 2 <br /> <br /> <br />
